RECORD OF PROCEEDINGS 00747 ASHVILLE COUNCIL REGULAR SESSION Held: APRIL 15, 2019 Page 1 of 2 The Council of Ashville convened in Regular Session from 6:36 PM to 7:19 PM in the Council Meeting Room at 200 East Station Street, Ashville, Ohio 43103. Mayor Wise called the meeting to order with the Pledge of Allegiance and a moment of silence. The following members and visitors were present: Mr. RANDY LOVELESS Present Mr. NELSON EMBREY Present Ms. TRACIE SORVILLO Present Mr. BRAD LUTZ Present Mr. DAVID RAINEY Present Mr. ROGER CLARK Present EMPLOYEES: Franklin Christman and Chief Jeff George VIDEO CAMERA OPERATOR: None MINUTES OF PREVIOUS MEETING: Brad Lutz moved, seconded by Randy Loveless, to approve the April 1, 2019 minutes as presented. All votes were yea. MAYOR'S REPORT: Mayor Wise requested approval to salvage the picnic tables in the park that have been replaced with new tables. Brad Lutz moved, seconded by Randy Loveless, to salvage the park picnic tables. All votes were yea. DEPARTMENTAL REPORTS FINANCE COMMITTEE: Nelson Embrey reported that the Finance Committee conducted a 2018 4th Quarter audit of the financial records and everything appeared to be in order. Brad Lutz moved, seconded by Roger Clark, to approve the Financial Committee report as presented. All votes were yea. VILLAGE ADMINISTRATOR: The VA reminded everyone that the annual Easter egg hunt and Viking Festival were quickly approaching. Nelson Embrey asked the VA if any progress had been made on the parking issues at Cherry Street Diner. The VA stated, "no." POLICE DEPARTMENT: Chief George delivered the March monthly report, announced that Officer Steven Ward resigned, and reported that Phoenix Integrated opened earlier in the week. George also stated that he did speak with the neighbor to Cherry Street Dinner and he agreed to help with the parking situation. George noted that he looked at the pile of bricks at the neighbor's property that Mrs. Ward expressed concern about and found that they were decorative bricks used as a walkway and were not a safety concern. FISCAL OFFICER: 1. Nelson Embrey moved, seconded by Brad Lutz, to approve the January and February 2019 Financial Reports as presented. All votes were yea. 2. Tracie Sorvillo moved, seconded by Nelson Embrey, to approve a Then & Now to DLZ in the amount of $7,190.25 for Ashton Crossing inspection fees. All votes were yea. 3. David Rainey moved, seconded by Brad Lutz, to approve a Then & Now to Aqua Science in the amount of $5,235.99 for polymer at the WWTP. All votes were yea. 4. Council discussed the liquor license application for Kellie Wilburn, dba Kelli Jrs, and determined the RO (Residential Office) zoning classification does not permit a restaurant or bar to be operated at the property's location. After discussion, Brad Lutz moved, seconded by Nelson Embrey, to oppose the liquor permit application for Kellie Wilburn, dba Kelli Jrs, 204 Long Street based on zoning classification. All votes were yea. .__ 5. Brad Lutz moved, seconded by David Rainey, to not contest the liquor license application for Suddle Brothers, LLC, dba Ashville Express, 320 North Long Street. All votes were yea. COUNCIL COMMENTS: 1. Roger Clark asked the VA if the Conservation Advisory Alert was over. The VA stated it was. Clark said he discovered the advisory on the Village of Ashville Website and found it a little confusing. The alert indicated a Boil Alert Advisory, too, yet there was no boil alert. Clark also asked if there were other ways to communicate alerts to the community instead of just on the website. Clark said he felt like there should additional resources used to notify the community. At 7:19 PM, David Rainey moved, seconded by Randy Loveless, to adjourn the meeting. All votes were yea and the meeting adjourned.
