RECORD OF PROCEEDINGS 00757 ASHVILLE COUNCIL REGULAR SESSION Held: JULY 8, 2019 Page 1 of 2 The Council of Ashville convened in Regular Session from 6:38 PM to 7:21 PM in the Council Meeting Room at 200 East Station Street, Ashville, Ohio 43103. Mayor Wise called the meeting to order with the Pledge of Allegiance and a moment of silence. The following members and visitors were present: Mr. RANDY LOVELESS Present Mr. NELSON EMBREY Present Ms. TRACIE SORVILLO Present Mr. BRAD LUTZ Excused Mr. DAVID RAINEY Present Mr. ROGER CLARK Excused EMPLOYEES: Franklin Christman, Chief George, Donnie Mayse, Jack Thomas, Freddie Magana and Andrew Bynorth GUESTS: Matt Keefer, Diana Keefer, Brandon Bynorth, Logan Bynorth, Elaina Bynorth, Gordon Bynorth, Marjorie Russell and Brooke Bungard VIDEO CAMERA OPERATOR: None MINUTES OF PREVIOUS MEETING: David Rainey moved, seconded by Nelson Embrey, to approve the June 17, 2019 minutes as presented. All votes were yea with the exception of Randy Loveless who abstained. COMMITTEE OF THE WHOLE: Mayor Wise reported that the Committee of the Whole met on June 10, 2019 with the following items discussed: • 2019-06 - An ordinance authorizing the mayor or village administrator to obtain bids for a 2019 Ashville paving project to complete pavement repairs in the Village of Ashville and to declaring an emergency. • 2019-05 - An ordinance to vacate Ashville property between the west end of Glenn Road and Dime Alley and declaring an emergency. • Preparing a resolution for the sale of village-owned lots to Fischer Homes and reinvesting funds from sale back into that area. FINANCE: Nelson Embrey reported that the Finance Committee met prior to the Council meeting for an audit of the 1st quarter financial records for 2019 and everything appeared to be in order. Embrey also reported that a Public Hearing for the 2020 Tax Budget was also held before the night's Council Meeting and Franklin Christman requested the budget be amended to include the grant and loan funding the village will receive for road paving projects. Nelson Embrey then moved, seconded by David Rainey, to approve the 2020 Tax Budget as amended. All votes were yea. POLICE DEPARTMENT: Mayor Wise administered the Oath of Office to Officer Andrew Bynorth who is the village's newest police officer. MAYOR'S REPORT: Mayor Wise commended the village employees for their efforts in preparing the village for the Fourth of July Festival and thanked the residents for all their decorations. ORDINANCE(S) FOR SECOND READING 2019-05 AN ORDINANCE TO VACATE ASHVILLE PROPERTY BETWEEN THE WEST END OF GLENN ROAD AND DIME ALLEY AND DECLARING AN EMERGENCY. Nelson Embrey moved, seconded by Randy Loveless, to have the Second Reading. All votes were yea. After the reading, Nelson Embrey moved, seconded by David Rainey, to accept the Second Reading. All votes were yea. 2019-07 AN ORDINANCE TO DIVEST THE VILLAGE OF ASHVILLE OF WESTSIDE PROPERTY THAT IS PART OR NEAR SUBURBAN VILLAGE AND DECLARING AN EMERGENCY. Nelson Embrey moved, seconded by Randy Loveless, to have the Second Reading. All votes were yea. After the reading, Nelson Embrey moved, seconded by David Rainey, to accept the Second Reading. All votes were yea. 2019-08 AN ORDINANCE TO ACCEPT THE PUBLIC IMPROVEMENTS FOR THE ASHTON CROSSING SUBDIVISION SECTION ONE PART TWO AND DECLARING AN EMERGENCY. Nelson Embrey moved, seconded by Randy Loveless, to have the Second Reading. All votes were yea. After the reading, Nelson Embrey moved, seconded by David Rainey, to accept the Second Reading. CT46W/CQ49W WITH THE PROCEEDS OF TAX EXEMPT DEBT OF THE STATE OF OHIO AND DECLARING AN EMERGENCY. Nelson Embrey moved, seconded by Randy Loveless, to have the First Reading. All votes were yea. After the reading, Nelson Embrey moved, seconded by Randy Loveless, to accept the First Reading. All votes were yea. POLICE DEPARTMENT: Chief George delivered the May 2019 Monthly Police Report and reminded residents that setting off fireworks is illegal and anyone caught doing so will be cited. EXECUTIVE SESSION: At 7:07 PM Nelson Embrey moved, seconded by David Rainey, to go into Executive Session to discuss an Ohio EPA matter. All votes were yea. The Executive Session adjourned at 7:21 PM and Regular Session resumed with no action taken. At 7:21 PM, David Rainey moved, seconded by Nelson Embrey, to adjourn the meeting. All votes were yea and the meeting adjourned.
