RECORD OF PROCEEDINGS ASHVILLE COUNCIL REGULAR SESSION Held: JUNE 27, 2022 Page 1 of 3 ___________________________________________________________________________ The Council of Ashville convened in Regular Session from 6:30 PM to 7:47 PM in the Council Meeting Room at 200 East Station Street, Ashville, Ohio 43103. President Pro Tem, Nelson Embrey, called the meeting to order with the Pledge of Allegiance and a moment of silence. The following members and visitors were present: Mr. STEVE WELSH Present Mr. NELSON EMBREY Present Mr. ROGER CLARK Present Mr. DAVID RAINEY Present Mr. RANDY LOVELESS Present Mr. MATT SCHOLL Present EMPLOYEES: Franklin Christman, Officer Fred West, Brenda Stewart, Greg Sturgill, Chief George, Samantha Pemberton, Jim Welsh and Adam Kehoe VISITORS: Julie Strawser, Peggy Shaw, Steve Riffle and Jeremy Newman MINUTES OF PREVIOUS MEETING: Randy Loveless, moved seconded by Roger Clark, to approve the June 6, 2022 Regular Session minutes as presented. All votes were yea. PRESENTATION: Members of the Pickaway County Pickleball Association expressed their excitement for Ashville putting in a court, presented a video that explained how to play pickleball, and answered questions. DEPARTMENTAL REPORTS VILLAGE ADMINISTRATOR: Franklin Christman introduced Samantha Pemberton to Council and reported that the annual CCR was on the website for review and will be going out with the water bills. Nelson Embrey noted that he saw a 10% loss of water and asked Jim Welsh if there was anything he can do to change that. Welsh said it’s normal and that backwashing accounts for the majority of the loss and 10% is well under the EPA guidelines. Embrey asked Welsh if the Village has its own testing station. Welsh said yes. TAX ADMINISTRATOR: Nelson Embrey moved, seconded by David Rainey, to approve the Tax Administrator’s May 2022 report. All votes were yea. POLICE DEPARTMENT: Chief George read his monthly report and reported that he had an officer resign, leaving the department down one officer. Council asked George what the reason was for the resignation. George said he went to a higher paying job. George also reported that the PD and HTFD are participating in STOP THE BLEED training which is a first-aid program that covers the recognition of life-threatening bleeding, concepts in bleeding control, and skills practice. The chief said he would like to pass that training on to Village staff. Roger Clark asked if golf carts were required to be registered. George said yes. Officer Fred West introduced himself to Council and said he likes working for the Village. West, who works second shift, reported that when cruising the Village in the evenings, he and other officers often see garage doors up, belongings left unattended, and other security risks that invite criminal behavior. West encouraged the residents to secure their property and belongings at night. LEGISLATION  RECORD OF PROCEEDINGS ASHVILLE COUNCIL REGULAR SESSION Held: JUNE 27, 2022 Page 2 of 3 ___________________________________________________________________________ RESOLUTION(S) FOR FIRST READING 10-2022 A REPEAL AND REPLACEMENT RESOLUTION FOR 09-2022 AUTHORIZING THE VILLAGE ADMINISTRATOR AND FISCAL OFFICER TO EXECUTE A GAS AGGREGATION REPLACEMENT AGREEMENT AND DECLARING AN EMERGENCY. Roger Clark moved, seconded by Randy Loveless, to have the First Reading. All votes were yea. After the reading, Nelson Embrey moved, seconded by Roger Clark, to accept the First Reading, suspend the Rules of Council, waive the Second and Third Readings, and adopt as an emergency measure. All votes were yea. RESOLUTION(S) FOR THIRD READING 08-2022 A RESOLUTION AUTHORIZING THE VILLAGE ADMINISTRATOR AND FISCAL OFFICER TO EXECUTE AN AGREEMENTS OR PURCHASE ORDERS TO ADDRESS ISSUES IDENTIFIED BY STRAND ASSOCIATES REPORT AND TO EXECUTE OTHER CONTRACTS AS REQUIRED. David Rainey moved, seconded by Nelson Embrey, to have the Third Reading. All votes were yea. Steve Welsh asked if any quotes had been received for the electrical work. Adam Kehoe said he had contacted two companies but won’t get a quote until they’ve toured the plant. Welsh requested the reading be tabled until those quotes are received. David Rainey moved, seconded by Nelson Embrey, to table the Third Reading until July 11, 2022. Kehoe said he is agreeable to waiting to approve the electrical expenses, but would like to get the other items in the resolution ordered because it could take more than a month to get them in and if the reading is postponed, it will put him even further behind in completing the repairs. After discussion, Council agreed to amend the resolution, remove all electrical expenses to move forward with the reading. After the reading, Steve Welsh moved, seconded by Roger Clark, to accept the Third Reading as amended and adopt. All votes were yea. COMMITTEE REPORTS: UTILITIES: Steve Welsh reported that Jones & Henry had be awarded the contract for the construction of the new water treatment plant. FINANCE: Nelson Embrey requested a Finance Committee meeting for July 11 at 6:00 PM. MAYOR: Mayor Wise said that in lieu of South Central Power not allowing the Village to hang banners or flags on their poles, the Village will loan flags out to residents who would like to display a flag. Wise also reported that he has decided to put 2-hour parking signs in front of Cherry Street Diner to aid in the continued parking problems at the diner. FISCAL OFFICER: The Fiscal Officer requested approval to pay an invoice in the amount of $6850 to Cain’s Tree Service for tree removal in the park. David Rainey moved, seconded by Randy Loveless, to approve the payment. All votes were yea. COUNCIL MEMBER COMMENTS: • Roger Clark asked where the VA was on reviewing impact fees. The VA said he put an ad in The Circleville Herald for bids on doing a study. Clark then asked if there was any word on Mr. Hardbarger annexing into the Village. At 7:47 PM, David Rainey moved, seconded by Matt Scholl, to adjourn the meeting. All votes were yea and the meeting adjourned.
