RECORD OF PROCEEDINGS ASHVILLE COUNCIL REGULAR SESSION Held: MARCH 4, 2024 Page 1 of 3 The Council of Ashville convened in Regular Session from 6:30 PM to 6:55 PM in the Council Meeting Room at 200 East Station Street, Ashville, Ohio 43103. Mayor Welsh called the meeting to order with the Pledge of Allegiance and a moment of silence. The following members and visitors were present: Mr. CHAD NOGGLE Present Mr. COLTON HENSON Present Mr. ROGER CLARK Present Mr. DAVE RAINEY Present Mr. RANDY LOVELESS Present Mr. MATT SCHOLL Present MINUTES OF PREVIOUS MEETING: Randy Loveless moved, seconded by Matt Scholl, to approve the February 20, 2024 minutes for the Regular Session as presented. All votes were yay. GUEST: Dale Thomas introduced himself to council and announced that he is running for Pickaway County Sheriff. Thomas said he's been with the department since he was young, starting out in the jail then moving to road patrol. Thomas said he was the county DARE officer for 25 years and has also worked SWAT. Thomas expressed his love for the county and said the Sheriffs Department is in trouble due to poor leadership, promotions being handled poorly, and low moral resulting in multiple staff to resignations. Thomas said his goal is to increase staff and focus on recruiting at job fairs and visiting schools, stating that a person can work in the jail at the age of 18, then build a career from their. DEPARTMENTAL REPORTS POLICE: Chief George read his monthly report and announced that Officer Jack Thomas is going through the interview process with the City of Obetz and will likely be submitting his resignation soon. George said he does have one good prospect if Thomas does resign. STREET /SERVICE: Greg Sturgill reported with the mild winter the department didn't have to use much salt. Mayor Welsh said he had received compliments on the street plowing. COMMITTEES PARK: Roger Clark reported that with the good weather came a lot of activity in the park over the weekend and that the benches in the dugouts will be installed soon. FINANCE: Dave Rainey asked Finance Committee members to check their calendars and see if they are available for a Finance Committee meeting March 18 at 6:00 PM. UTILITIES: Matt Scholl reported that the committee met prior to the council meeting where they discussed a water connection to the City of Circleville in lieu of building a WTP. The committee decided that with so many unknowns about how the arrangement would go, and with the cost being so similar either way, it would be in the best interest of the village to build their own WTP. Scholl then reported that Chris Tebbe said the village needs to get moving on the WWTP expansion because the EPA will require the WWTP to be able to accommodate new development. All votes were yay. LEGISLATION: SECOND READING 2024-04 AN ORDINANCE TO MAKE PERMANENT APPROPRIATIONS FOR THE CURRENT YEAR'S EXPENSES AND OTHER EXPENDITURES OF THE VILLAGE OF ASHVILLE, STATE OF OHIO. BASED UPON THE AMENDED CERTIFICATE OF RESOURCES ISSUED BY THE PICKAWAY COUNTY BUDGET COMMISSION FOR THE FISCAL YEAR ENDING DECEMBER 31. 2024, AND DECLARING AN EMERGENCY. Dave Rainey moved, seconded by Randy Loveless, to have the Second Reading. All votes were yay. After the reading, Roger Clark moved, seconded by Dave Rainey, to accept the Second Reading. All votes were yay. FIRST READING 02-2024 A RESOLUTION AUTHORIZING THE VILLAGE ADMINISTRATOR AND FISCAL OFFICER TO EXECUTE AN AGREEMENT AND/OR PURCHASE ORDER WITH THE MONTROSE GROUP, LLC TO ASSIST THE VILLAGE OF ASHVILLE WITH ECONOMIC DEVELOPMENT INCENTIVES. THE FORMATION OF THE ASHVILLE NEW COMMUNITY AUTHORITY, TO EXECUTE OTHER CONTRACTS AS REQUIRED, AND DECLARING AN EMERGENCY. Roger Clark moved, seconded by Dave Rainey, to have the First Reading. All votes were yay. After the reading, Dave Rainey moved, seconded by Roger Clark, to accept the First Reading, suspend the Rules of Council, waive the Second and Third Readings, and adopt as an emergency measure. All votes were yay. 03-2024 A RESOLUTION AUTHORIZING THE VILLAGE ADMINISTRATOR AND FISCAL OFFICER TO SUBMIT PROPOSALS/APPLICATION (S) FOR OHIO DEPARTMENT OF DEVELOPMENT SMALL CITIES COMMUNLTY DEVELOPMENT BLOCK GRANT (CDBG) FOR PY2024. Chad Noggle moved, seconded by Randy Loveless, to have the First Reading. All votes were yay. After the reading, Colton Henson moved, seconded by Chad Noggle, to accept the First Reading. All votes were yay. MAYOR Mayor Welsh reported that he's been working on getting three new trucks for the utility departments and the new VA Roger Clark asked what was wrong with the WWTP's white truck. Adam Kehoe said the radiator needs replaced. Council felt that shouldn't be a costly or difficult repair and instructed Kehoe to get a quote of the cost for the repairs and report back to council. COUNCIL COMMENTS Chad Noggle expressed concern about the stop sign at the corner of Scioto and Station Streets.  RECORD OF PROCEEDINGS ASHVILLE COUNCIL REGULAR SESSION Held: MARCH 4, 2024 Page 3 of 3 Noggle said that parking for the residents is an issue and vision at the stop sign is impaired and fears an accident is inevitable. Noggle noted that he understands why the sign went up and doesn't know what the solution is but something needs to be done. At 6:56 PM, Matt Scholl moved, seconded by Randy Loveless, to adjourn the meeting. All votes were yay and the meeting adjourned.
