RECORD OF PROCEEDINGS ASHVILLE COUNCIL REGULAR SESSION Held: APRIL 1, 2024 Page 1 of 3 The Council of Ashville convened in Regular Session from 6:31 PM to 7:09 PM in the Council Meeting Room at 200 East Station Street, Ashville, Ohio 43103. Mayor Welsh called the meeting to order with the Pledge of Allegiance and a moment of silence. The following members and visitors were present: Mr. CHAD NOGGLE Present Mr. COLTON HENSON Present Mr. ROGER CLARK Present Mr. DAVE RAINEY Present Mr. RANDY LOVELESS Excused Mr. MATT SCHOLL Present MINUTES OF PREVIOUS MEETING: Roger Clark questioned if Matt Scholl said that the village should replace vehicles or implement a rotation schedule in his comments at the previous meeting. Scholl replied, "rotatation schedule." Roger Clark then moved, seconded by Chad Noggle, to approve the March 18, 2024 minutes for the Regular Session as corrected. All votes were yay. DEPARTMENTAL REPORTS FISCAL OFFICER: The Fiscal Officer requested the approval of a Then & Now payable to Aqua Science for the purchase of polymer in the amount of $6072.92. Matt Scholl moved, seconded by Dave Rainey, to approve the Then & Now. All votes were yay. POLICE: Chief George reported that Officer Jack Thomas had put in his resignation and that the person he was hoping to hire to replace Thomas had accepted an offer from another agency. SERVICE/STREET: Greg Sturgill reported that the dugouts in the park were completed and that street sweeping will begin soon. WATER: Jim Welsh reported that the line on the old well had burst and that South Central Power will turn on power to the new well April 15. VILLAGE ADMINISTRATOR: Franklin Christman said he had met with Tom Perry of CDC of Ohio on March 20th and that the requested grant amount of $35,000 for Randolph Street paving in 2024 could be has high as $400,000 - $500,000. Also, if the village waits until 2026 to develop the Westside Park we'd be eligible for a $700,000 grant. COMMITTEES UTILITIES: Matt Scholl reported that the Utilities Committee met prior to the night's meeting and that it had been discovered that Prairieview Apts. had been receiving bills for zero usage for about two years. Scholl also said that Jim Welsh and Bert Cline said the water plant has about 6M gallons of unaccounted for water loss. Scholl said they aren't sure if it's a billing issue, a connection issue, or both but it's being looked into. LEGISLATION  RECORD OF PROCEEDINGS ASHVILLE COUNCIL REGULAR SESSION Held: APRIL 1, 2024 Page 2 of 3 RESOLUTIONS FOR FIRST READING 04-2024 A RESOLUTION AUTHORIZING THE VILLAGE ADMINISTRATOR AND FISCAL OFFICER TO SUBMIT PROPOSALS/APPLICATION (S) FOR THE SMART GROWTH INITIATIVE FUND THROUGH THE PICKAWAY COUNTY COMMUNITY FOUNDATION. Roger Clark moved, seconded by Dave Rainey, to have the First Reading. After the reading, Dave Rainey moved, seconded by Chad Noggle, to approve the First Reading, suspend the Rules of Council, waive the Second and Third Readings and adopt. All votes were yay. 05-2024 A RESOLUTION AUTHORIZING THE EXPENDITURE OF $5000 TOWARD THE CEDA NORTHGATE ALLIANCE STRATIGIC LAND USE PLAN UPDATE. Dave Rainey moved, seconded by Matt Scholl, to have the First Reading. After the reading, Dave Rainey moved, seconded by Matt Scholl, to approve the First Reading, suspend the Rules of Council, waive the Second and Third Readings and adopt. All votes were yay. ORDINANCES FOR FIRST READING 2024-06 AN ORDINANCE TO ESTABLISH THE POSITION OF UTILITY SERVICE SUPERINTENDENT FOR THE VILLAGE OF ASHVILLE, OHIO, AND DECLARING AN EMERGENCY. Matt Scholl moved, seconded by Chad Noggle, to have the First Reading. After the reading, Dave Rainey moved, seconded by Roger Clark, to approve the First Reading, suspend the Rules of Council, waive the Second and Third Readings, adopt as an emergency measure. All votes were yay. 2024-07 AN ORDINANCE TO AMEND 2003-11, 2006-02, 2006-08. 2009-09, 2009-20, 2013-02, 2013-05, 2014-05, 2016-06, 2017-05,2019-01, 2019-09, 2019-18, 2020-02, 2020-12, 2022-14 AND 2022- 22 TO REFLECT CHANGES IN THE VILLAGE OF ASHVILLE PAY ORDINANCE. THIS ORDINANCE DESIGNATES CERTAIN VILLAGE EMPLOYMENT POSITIONS AS HOURLY POSITIONS AND SALARIED. IT ESTABLISHES MINIMUM AND MAXIMUM PAY RATES OF COMPENSATION FOR SUCH PERSONS EMPLOYED IN SUCH POSITIONS, AND TO DECLARE AN EMERGENCY. Dave Rainey moved, seconded by Matt Scholl, to have the First Reading. After the reading, Dave Rainey moved, seconded by Roger Clark, to approve the First Reading, suspend the Rules of Council, waive the Second and Third Readings, and adopt as an emergency measure. All votes were yay. EXECUTIVE SESSION At 6:50 PM Colton Henson moved, seconded by Matt Scholl, to go into Executive Session to discuss legal issues that could affect the Utilities Department. All votes were yay. Jim Welsh and Bert Cline were invited to join the session. Regular Session resumed at 7:08 PM with Colton Henson moving, seconded by Matt Scholl, for Jim Welsh and Bert Cline to do whatever they have to do to resolve the water loss issues. All votes were yay. MAYOR  RECORD OF PROCEEDINGS ASHVILLE COUNCIL REGULAR SESSION Held: APRIL 1, 2024 Page 3 of 3 Mayor Welsh reported that he attended a few meetings with various agencies and organizations and learned that COTA has extended a line down to Miller Avenue to transport people working up at Rickenbacker. COUNCIL COMMENTS Roger Clark thanked the Service Department for getting the dugouts completed, noting that they looked very good. Dave Rainey thanked the village for the use of the park for various events by different clubs and organizations. Rainey said the park is a valuable asset and they don't take it for granted. Colton Henson said with the results of the election many county positions have new officials and he encouraged all municipalities to work together and work with the county because we can all help each other out. Bert Cline reported that he plans to build a pole barn for storage at the Service Department and have a concrete floor poured at the storage building at the WWTP because the village has a lot of expensive equipment and vehicles that aren't being protected from the elements which shortens the longevity of their use. Cline also said he spoke with South Bloomfield and they have agreed to supply water to the village as needed. At 7:09 PM, Dave Rainey moved, seconded by Colton Henson, to adjourn the meeting. All votes were yay and the meeting adjourned.
