RECORD OF PROCEEDINGS ASHVILLE COUNCIL REGULAR SESSION Held: NOVEMBER 4, 2024 Page 1 of 3 The Council of Ashville convened in Regular Session from 6:35 PM to 7:28 PM in the Council Meeting Room at 200 East Station Street, Ashville, Ohio 43103. Mayor Welsh called the meeting to order with the Pledge of Allegiance and requested a moment of silence for the victim of the recent dog attack and her loved ones. The following members and visitors were present: Mr. CHAD NOGGLE Present Mr. COLTON HENSON Excused Mr. ROGER CLARK Present Mr. DAVE RAINEY Present Mr. RANDY LOVELESS Present Mr. MATT SCHOLL Present MINUTES OF PREVIOUS MEETING: • Roger Clark moved, seconded by Matt Scholl, to approve the minutes for the October 21, 2024 Public Hearing. All votes were yay. • Chad Noggle moved, seconded by Randy Loveless, to approve the minutes for the October 21, 2024 Regular Session. All votes were yay. • Roger Clark moved, seconded by Matt Scholl, to approve the minutes for the October 29, 2024 Special Session. All votes were yay. LEGISLATION ORDINANCES FOR FIRST READING 2024-15 AN ORDINANCE AMENDING SECTIONS 925.03 (NOTICE PROCEDURES), 925.04 (DISCONNECTION). 925.08 (NONDISCRIMINATION AGAINST CUSTOMERS), AND 925.09 (ADDITIONAL METHODS OF COMMUNICATION) OF THE CODIFIED ORDINANCES OF THE VILLAGE OF ASHVILLE AND DECLARING AN EMERGENCY. Roger Clark moved, seconded by Randy Loveless, to have the First Reading. All votes were yay. After the reading, Roger Clark moved, seconded by Matt Scholl, to accept the First Reading. All votes were yay. 2024-16 AN ORDINANCE AMENDING SECTIONS 929.02 (WATER RATES). 929.04 (BILLING, METER READING, TERMS OF PAYMENT), 929.05 (SEWER RATES), AND 929.06 (WATER SYSTEM CAPACITY CHARGE) OF THE CODIFIED ORDINANCES OF THE VILLAGE OF ASHVILLE AND DECLARING AN EMERGENCY. Dave Rainey moved, seconded by Randy Loveless, to have the First Reading. All votes were yay. After the reading, Dave Rainey moved, seconded by Matt Scholl, to accept the First Reading. All votes were yay. MAYOR: Mayor Welsh said he had been informed that the auxiliary officers purchase their own uniforms and the he would like for the Village to provide them. Welsh also said he'd like to offer some part-time positions to the auxiliary officers to relieve the full-time officers from having to work so much overtime.  RECORD OF PROCEEDINGS ASHVILLE COUNCIL REGULAR SESSION Held: NOVEMBER 4, 2024 Page 2 of 3 DEPARTMENTAL REPORTS WATER: Jim Welsh reported that he hired Digger McCray to remove the fence around the abandoned wells and said Digger said he'd remove the fence for free if he could have it. Welsh said the fence has no value to the Village and wouldn't be reused. Matt Scholl moved, seconded by Randy Loveless, to allow Digger McCray to keep the fence he removes as compensation for removing the fence. All votes were yay. STREET/SERVICE: Greg Sturgill reported that December 6, 2024 will be the last day for leaf pick up. VILLAGE ADMINISTRATOR: Bert Cline reported that he met with Maranda Homes about the NCA. Cline said Maranda said if they could get a break on some of the Impact Fees that they would issue $1M upfront and allow the NCA. Dave Rainey moved, seconded by Chad Noggle, to have Cline move forward with deal if the solicitor approves. All votes were yay. Cline also said that he would like to remove the steps from the payroll ordinance but keep the pay range. Cline would like the employees pay to reflect their performance and experience. Chad Noggle and Matt Scholl said merit-based raises don't work in government and prefer to keep the steps. Dave Rainey moved, seconded by Matt Scholl, for the Village Administrator draft legislation for the payroll changes he would like to make. All votes were yay. EXECUTIVE SESSION: At 6:57 PM Dave Rainey moved, seconded by Matt Scholl, to go into Executive Session. Regular Session resumed at 7:22 PM with no action taken. GUEST COMMENTS: Dave Horning said he submitted a public records request to the mayor and would prefer to continue sending any requests to him given the "run-a-round" he received with a recent request. Mayor Welsh told Horning that he needs to send the requests to the Fiscal Officer, April Grube, as she is the records custodian. COUNCIL COMMENTS: • Roger Clark extended his thanks to Colton Poling who was available to unlock the shelter house for a renter who failed to pick up the key during office hours. • Dave Rainey thanked the Street Department for their work picking up leaves. Rainey also expressed his appreciation to the entire police department. • Matt Scholl also expressed his thanks to the police officers and encouraged everyone to vote. At 7:28 PM, Roger Clark moved, seconded by Randy Loveless, to adjourn the meeting.
