RECORD OF PROCEEDINGS ASHVILLE COUNCIL REGULAR SESSION Held: APRIL 21, 2025 Page 1 of 3 The Council of Ashville convened in Regular Session from 6:30 PM to 7:24 PM in the Charles K. Wise Council Chambers at 200 East Station Street, Ashville, Ohio 43103. Mayor Welsh called the meeting to order with the Pledge of Allegiance and requested a moment of silence. The following members and visitors were present: Mr. CHAD NOGGLE Present Mr. COLTON HENSON Present Mr. ROGER CLARK Present Mr. DAVE RAINEY Excused Mr. RANDY LOVELESS Present Mr. MATT SCHOLL Excused MINUTES OF PREVIOUS MEETING: Roger Clark moved, seconded by Colton Henson, to approve the minutes for the April 7, 2025 Regular Session as presented. All votes were yay. GUESTS • The property owners of the Southward Apartments at 161 West Main St. were present to express their frustration with how the water reading process has been handled at the property. They stated that some of the apartments haven't been read in several years. Jim Welsh said that many of the meters need changed out but the location of the meters is in a crawl space and not safe. Welsh stated that per the Ohio Revised Code's confined entry regulations he cannot require staff to go into the crawl space. Rodger Southward said that several years ago he had a plan to move the meters out but the previous Village Administrator stopped it. Council asked what the solution is. Bert Cline said that right now it is a private water system on private property and the Village can't legally do anything to the lines withhout an easement. Cline said he doesn't know what what material the lines are made of so he doesn't want to accept them. Cline said the best option is to provided the Village an easement and install a master meter. The property owners didn't like that option. Mayor Welsh said the matter could be better dealt with at a Utilites Committee meeting and asked to have a meeting scheduled. • Jim Welsh was present to field any questions Council had about the upcoming food truck festival. Council asked where the trucks would be placed. Welsh said on the inside of the track on the grass so that the guests could have the track to walk on. EXECUTIVE SESSION: At 7:00 PM Randy Loveless moved, seconded by Roger Clark, to go into Executive Session pursuant to ORC 121.22 (G)(8) To consider confidential information related to the marketing plans, specific business strategy, production techniques, trade secrets, or personal financial statements of an applicant for economic development assistance, or to negotiations with other political subdivisions respecting requests for economic development assistance. All votes were yay. At 7:13 PM Randy Loveless called the meeting back to order with no action taken. DEPARTMENTAL REPORTS POLICE: Lt. Cline reported that the new cruiser is in and he and Bert Cline were picking it up Wednesday.  RECORD OF PROCEEDINGS ASHVILLE COUNCIL REGULAR SESSION Held: APRIL 21, 2025 Page 2 of 3 WATER: Jim Welsh reported that the water tower on SR 752 had been drained is ready to be painted. VILLAGE ADMINISTRATOR: Bert Cline said the he is working on legislation that would approve the Village to contribute $20K of the $SOK in legal fees to organize a 6119 Water and Sewer District with the Village of South Bloomfield and Harrison Township. The district will prevent the City of Columbus from running their lines into the township and village. LEGISLATION RESOLUTION FOR FIRST READING 04-2025 A RESOLUTION APPROVING AND ACCEPTING A NEW PLAN OF OPERATION AND GOVERNANCE FOR NATURAL GAS AGGREGATION AND DECLARING AN EMERGENCY. Colton Henson moved, seconded by Randy Loveless, to have the First Reading. All votes were yay. After the reading, Roger Clark questioned the opt-out clause that included a two-year opt-out. Clark said he isn't comfortable with that and wants it reviewed. After discussion, Chad Noggle moved, seconded by Randy Loveless, to accept the First Reading. All votes were yay, with the exception of Roger Clark, who voted no. MAYOR Mayor Welsh reported that ball diamond equipment had been stolen from the park and that he is working to get the matter resolved. COMMITTEE COMMENTS PARKS: Roger Clark reported that the committee will meet Tuesday, May 6th at 5:30 PM. COUNCIL COMMENTS: Randy Loveless asked if an Executive Session could be scheduled for the next meeting to discuss personnel matters. At 7:24 PM, Randy Loveless moved, seconded by Chad Noggle, to adjourn the meeting. All votes were yay and the meeting adjourned.
