RECORD OF PROCEEDINGS ASHVILLE COUNCIL REGULAR SESSION Held: MAY 19, 2025 Page 1 of 3 The Council of Ashville convened in Regular Session from 6:29 PM to 6:54 PM in the Charles K. Wise Council Chambers at 200 East Station Street, Ashville, Ohio 43103. Mayor Welsh called the meeting to order with the Pledge of Allegiance and requested a moment of silence. The following members and visitors were present: Mr. CHAD NOGGLE Present Mr. COLTON HENSON Present Mr. ROGER CLARK Present Mr. DAVE RAINEY Present Mr. RANDY LOVELESS Present Mr. MATT SCHOLL Present MINUTES OF PREVIOUS MEETING: Randy Loveless moved, seconded by Dave Rainey, to approve the minutes for the May 5, 2025 Regular Session as presented. All votes were yay. DEPARTMENTAL REPORTS WATER: Jim Welsh reported that there were problems at the water plant causing the water levels to drop in the towers. Bert Cline said that he reached out to the deveolpers and instructed them to not water sod until the water levels were back to normal. Welsh stated that South Bloomfield assisted with supplying water and extended a big thanks for their help. TAX: Martina Wrighsel introduced herself and reported that she is currently working to get residents at the apartments who haven't registered with the Tax Department registered and caught up on unfiled returns and unpaid taxes. VILLAGE ADMINISTRATOR: Bert Cline reported that OHL has refused to join the NCA. Cline noted that OHL has grants available to them but, unless they join the NCA, he isn't going to sign off on those grants. Dave Rainey asked Cline for an update on the l&I Project. Cline said they are moving along and appear to be on track. MAYOR Mayor Welsh reported that the Planning & Zoning Committee met to approve the application for Cutting Creations salon. LEGISLATION RESOLUTION FOR SECOND READING 05-2025 A RESOLUTION AUTHORING THE VILLAGE TO BEGIN TAKING THE STEPS NECESSARY TO CREATE A REGIONAL WATER AND SEWER DISTRICT WITH THE VILLAGE OF SOUTH BLOOMFIELD, PICKAWAY COUNTY, AND HARRISON TOWNSHIP. AUTHORIZING UP TO $20,000 TO ACCOMPLISH SAME. AND DECLARING AN EMERGENCY. Randy Loveless moved, seconded by Chad Noggle, to have the Second Reading. All votes were yay. All votes were yay. RESOLUTION FOR THIRD READING 04-2025 A RESOLUTION APPROVING AND ACCEPTING A NEW PLAN OF OPERATION AND GOVERNANCE FOR NATURAL GAS AGGREGATION AND DECLARING AN EMERGENCY. Roger Clark moved, seconded by Matt Scholl, to have the Third Reading. All votes were yay. After the reading, Dave Rainey moved, seconded by Matt Scholl, to accept the Third Reading and adopt. All votes were yay. ORDINANCE FOR SECOND READING 2025-06 AN ORDINANCE CREATING. ESTABLISHING. AND ADOPTING THE VILLAGE OF ASHVILLE POLICE DEPARTMENT STAFFING MATRIX AND PAY SCHEDULE AND DECLARING AN EMERGENCY. Chad Noggle moved, seconded by Randy Loveless, to have the Second Reading. All votes were yay. After the reading, Dave Rainey moved, seconded by Chad Noggle, to accept the Second Reading. All votes were yay. COMMITTEE COMMENTS PARKS: Roger Clark reported that the committee met May 6th and voted to get quotes for playground equipment. The committee reviewed a quote for lighting around the pickle ball court. COUNCIL COMMENTS: Dave Rainey asked Lt. Cline how the hiring process was going at the PD. Cline said they are struggling to get good candidates. Chad Noggle requested a Utilities Committee meeting for Wednesday, May 21st at 4:00 PM. At 6:49 PM, Colton Henson moved, seconded by Dave Rainey, to adjourn the meeting. All votes were yay and the meeting adjourned.
