RECORD OF PROCEEDINGS ASHVILLE COUNCIL REGULAR SESSION Held: JULY 7, 2025 Page 1 of 2 The Council of Ashville convened in Regular Session from 6:29 PM to 7:22 PM in the Charles K. Wise Council Chambers at 200 East Station Street, Ashville, Ohio 43103. Mayor Welsh called the meeting to order with the Pledge of Allegiance and requested a moment of silence. The following members and visitors were present: Mr. CHAD NOGGLE Present Mr. COLTON HENSON Excused Mr. ROGER CLARK Present Mr. DAVE RAINEY Present Mr. RANDY LOVELESS Present Mr. MATT SCHOLL Present MINUTES OF PREVIOUS MEETING: Roger Clark pointed out that the minutes should state that the gas aggregation rate is $.31 not $.31 less than Columbia Gas' rate. Clark then moved, seconded by Dave Rainey, to approve the minutes for the June 16, 2025 Regular Session as corrected. All votes were yay. GUEST: Maryanne Hunley was present to express her anger about her tree being cut down in front of her house. Hunley claims she was given no notice that the tree was going to be removed and only found because someone called her while she was out of town to tell her that her tree was gone. Hunley said she doesn't understand why all the trees need to be removed. Council said that several trees had to be cut down as part of the metershed project to protect the utilities and sidewalks that were going to be poured. Hunley asked why they cut all the trees down so far in advance. Jim Welsh said it was cheaper to do it all at once instead of here-and-there. Kyle Schweiterman, an engineer with American Structurepoint, Inc. was in the audience and offered an explanation as he has experience with these types of projects. Schweiterman said that the trees need to be removed prior to the installation of utilities because there is a significant potential of trees falling because as they are trenching they have to cut through the roots which weakens the base of the tree. Hunley asked if her tree would be replaced and Council said it would. Hunley said she was very unhappy with the lack of communication regarding the trees and requested a written statement as to why her tree had to be removed and when the sidewalk would be going in. DEPARTMENTAL REPORTS STREET/SERVICE: Greg Sturgill said that the 4th celebration went well. Sturgill also said that HTFD had reached out to him and asked if the Village would donate two of the inoperable police cruisers to the department for training. Matt Scholl asked if the cruisers had any value. Sturgill said that they were junk. Chad Noggle moved, seconded by Matt Scholl, to approve the donation of the cruisers to HTFD. All votes were yay. TAX: Martina Wrightsel review her monthy report stating that collections are up. NEW BUSINESS: Matt Scholl moved, seconded by Dave Rainey, to approve the 2026 Tax B udget. All votes were yay. COMMITTEE COMMENTS  RECORD OF PROCEEDINGS ASHVILLE COUNCIL REGULAR SESSION Held: JULY 7, 2025 Page 2 of 2 PARKS: Roger Clark reported that the committee met prior to the Council meeting and voted to request the use of Impact Fees to install new lights at the basketball and pickleball courts at a cost of $27K and to construct a shelter house at the westside park for $SOK. Mayor Welsh asked the clerk to have the requisition forms for the next meeting. MAYOR COMMENTS: Mayor Welsh said he wants a better plan in place for staging material for Phase 2 & 3 of the South Metershed Project. He said he doesn't like the congestion that the current project has caused. Welsh reported that the Randolph Street project is slated to begin Monday, July 14th . EXECUTIVE SESSION: At 6:50 PM Dave Rainey moved, seconded by Chad Noggle, to go into Executive Session pursuant to ORC Section 121.22 (G)(l) To consider the appointment, employment, dismissal, discipline, promotion, demotion, or compensation of a public employee or official, or the investigation of charges or complaints against a public employee, official, licensee, or regulated individual, unless the public employee, official, licensee, or regulated individual requests a public hearing. All votes were yay. Regular Session resumed at 7:22 PM with Matt Scholl making the motion, seconded by Chad Noggle, to appoint Lt. Bryan Cline as the new Police Chief. All votes were yay. At 7:22 PM, Roger Clark moved, seconded by Dave Rainey, to adjourn the meeting. All votes were yay and the meeting adjourned.
