RECORD OF PROCEEDINGS ASHVILLE COUNCIL REGULAR SESSION Held: June 1, 2026 Page 1 of 3 The Council of Ashville convened in Regular Session from 6:30 PM to 7:23 PM in the Charles K. Wise Council Chambers at 200 East Station Street, Ashville, Ohio 43103. Mayor Clark called the meeting to order with the Pledge of Allegiance. ROLL CALL Jesse Burke-present; Ron Teeters-present; Jeremy Scoby-present; Dave Rainey-present; Darryl Glick­ present; Jeff Martin-present MINUTES Jeremy Scoby stated that there was a discrepancy in his comments and asked for a correction. Jesse Burke moved, seconded by Darryl Glick, to approve the minutes for the May 18, 2026 Regular Session as corrected. Roll Call: Jesse Burke-yay; Ron Teeters-yay; Jeremy Scoby-yay; Dave Rainey-yay; Darryl Glick-yay; Jeff Martin-yay. The motion passed. PUBLIC COMMENTS James Morehart addressed Council regarding concerns about children operating scooters, mini-bikes, and golf carts recklessly throughout the Village. He stated that he is concerned someone may be seriously injured and acknowledged that police officers cannot be everywhere at all times. However, he urged the Village to address the safety concerns. Mayor Clark responded that officers will stop individuals observed violating traffic laws and issue a warning for the first offense. If the behavior continues, citations will be issued. Marianne Hunley asked when sidewalks on East Street would be poured and when a tree that had been removed from her property would be replaced. Ms. Hunley also expressed concerns about standing water and puddling on the street after rainfall. Mayor Clark advised Ms. Hunley to contact the Village Administrator, as he would have the most current information regarding those matters. EXECUTIVE SESSION At 6:41 PM Jesse Burke moved, seconded by Ron Teeters, to go into executive session pursuant to ORC 121.22 (G) (8) to consider confidential information related to economic development assistance. Jeff Martin moved, seconded by Jesse Burke, to resume Regular Session at 7:08 PM with no action taken. DEPARTMENTAL REPORTS Police Department - Chief Cline thanked the Council members for taking the time to visit the police station and meet with him and Captain Thress. He also reported that two police cruisers are currently out of service for repairs. One cruiser requires a transmission replacement, while the second cruiser is being evaluated and may be repairable. ORDINANCES FOR SECOND READING 2026-10 AN ORDINANC[ UPDATING THE VILLAGE OF ASHVILLE NON POLICE PAY SCHEDULE AND DECLARING AN EMERGENCY • Mayor Clark read the Second Reading of Ordinance 2026-10-title only. 2026-11 AN ORDINANCE CREATING, ESTABLISHING, AND ADOPTING THE VILLAGE OF ASHVILLE CYBERSECURITV POLICY • Mayor Clark read the Second Reading of Ordinance 2026-11-title only. FISCAL OFFICER April Grube informed Council that the 2027 Tax Budget must be approved by July 15 and submitted to the County Auditor by July 20. She explained that a public hearing is required prior to Council's approval of the budget and asked whether Council wished to schedule the hearing for June 15 or July 6. Council agreed to hold the public hearing on June 15 at 6:15 p.m. A Finance Committee meeting was also scheduled for June 15 at 5:30 p.m. PLANNING, VISION & ECONOMIC DEVELOPMENT Jeff Martin reported that Brian Hill of P3 will be at the June 15 Council meeting to discuss membership and what services are available to Ashville. Ron Teeters said that he would like to organize a community outreach to see what people want in the parks. MAYOR COMMENTS Mayor Clark reported that the installation of the new equipment at Westside Park has been contracted out in order to expedite its assembly and completion. Mayor Clark also read a proclamation honoring Dorothy Ann Richard on the occasion of her 100th birthday. COUNCIL COMMENTS Jesse Burke invited Council and members of the public to attend the Ashville Business Association's  RECORD OF PROCEEDINGS ASHVILLE COUNCIL REGULAR SESSION Held: June 1, 2026 Page 3 of 3 Second Annual Ashville Car and Motorcycle Show on June 6. Darryl Glick asked about the process for scheduling a Safety Committee meeting. Mayor Clark advised him to coordinate with the other committee members to determine a meeting date and then notify April Grube so that the meeting agenda can be prepared and posted. Glick also stated that water is pooling on East Street in the area of the new pavement and expressed concern about the issue. Glick further asked Bert Cline about the status of the large water bill received by the church. Cline responded that he could not comment publicly on the matter, as the information is not considered a public record. Dave Rainey asked for an update on the status of the memorial project. Bert Cline stated that the memorial is expected to be completed by July 4. Rainey also thanked the Mayor for issuing a proclamation in honor of Dorothy Ann Richard and noted that he would personally deliver it to her.
