November 7, 2016 STATE OF ALABAMA, LIMESTONE COUNTY, CITY OF ATHENS. The City Council of the City of Athens, Alabama met in special session at the Athens Municipal Building, 200 Hobbs Street West in the said City on November 7, 2016, at 6:00 p.m. The meeting was called to order by Councilman Wayne Harper, President of the Council. Upon roll call the following were found to be present: Councilmember Chris Seibert, Harold Wales, Frank Travis, Joseph Cannon and Wayne Harper. Mayor William R. Marks was present and led the Pledge of Allegiance. Annette Barnes, City Clerk, was present and recorded the minutes of the meeting. Frank Travis offered the invocation. The Chairperson stated that a quorum was present and that the meeting was open for transaction of business. Councilman Wales introduced the following resolution: RESOLUTION BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ATHENS, ALABAMA, as follows: Joseph Cannon is hereby elected as President of the City Council for a term of November 7, 2016 through September 30, 2017. The motion was seconded by Councilman Seibert and was unanimously carried. Councilman Cannon introduced the following resolution: RESOLUTION BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ATHENS, ALABAMA, as follows: Chris Seibert is hereby elected as President Pro Tem of the City Council for a term of November 7, 2016 through September 30, 2017. Judge Jerry Batts was present to administer the Oaths of Office to Mayor William R. Marks and Harold G. Wales, District Two. Judge Doug Patterson was present to administer the Oaths of Office to Councilmember Chris Seibert, District One and Councilmember Joseph Cannon, District Four. Judge Jimmy Woodroof was present to administer the Oath of Office to Councilman Frank Travis, District Three. Judge Don Mansell was present to administer the Oath of Office to Councilman Wayne Harper, District Five.
