COVID-19 Protocol: Required Meeting Summary THESE ARE NOT MEETING MINUTES ATHENS HISTORIC PRESERVATION COMMISSION REGULAR MEETING April 14, 2020 CALL TO ORDER: The Historic Preservation Commission of the City of Athens, Alabama, met in its Regular Meeting at 6:00 p.m. on March 10, 2020. Per the directive of Chairperson Wayne Kuykendall, this meeting was conducted pursuant to Section 3 of Governor Kay Ivey’s March 18, 2020 Proclamation concerning the operation of the Open Meetings Law during the state of emergency related to COVID-19. All deliberations conducted, and actions taken, during the meeting were limited to matters within the Historic Preservation Commission’s statutory authority that are (a) necessary to respond to COVID-19, or (b) necessary to perform essential minimum functions of the Historic Preservation Commission. As such, members of the Historic Preservation Commission participated in this meeting by means of electronic communications. Additionally, the meeting was not open to physical presence by members of the general public, but was livestreamed so that the public (including any applicant or other person interested in any agenda item) could listen, observe, and participate in the meeting without being physically present. Persons interested in doing so were able to utilize the ZOOM meeting invitation and/or meeting phone number found on the Historic Preservation Commission page of the City of Athens website, and contact etidwell@athensal.us with any additional questions for how to do so. No less than twelve (12) hours after the meeting, the City is required to post a summary of the meeting on its website. This document will serve as the required summary. The meeting was called to order by Wayne Kuykendall, Commission Chair. COMMITTEE REPORTS: None OLD BUSINESS: None NEW BUSINESS: MINUTES: RESOLUTION: Mr. Threet offered the following resolution: BE IT RESOLVED BY THE HISTORIC PRESERVATION COMMISSION OF THE CITY OF ATHENS to approve the minutes of the Regular meeting on March 10, 2020. Mrs. Terry seconded the motion, and the vote was unanimous of the voting members present. CERTIFICATE OF APPROPRIATENESS: Wanda Baker- removal of vinyl siding to be replaced with HardiePlank on a residential structure, located at 600 N. Madison Street Mr. Kuykendall stated that the materials are appropriate but there is a question of whether the lap of the siding is correct. Ms. Tidwell stated that staff would suggest approving the item contingent upon the materials meeting criteria established by the Commission. Mr. Kuykendall and Mr. Threet offered to meet Ms. Baker at her home to look at the original siding to discuss the lap size. RESOLUTION: Mr. Threet offered the following resolution: BE IT RESOLVED BY THE HISTORIC PRESERVATION COMMISSION OF THE CITY OF ATHENS to approve Ms. Wanda Baker’s request to replace vinyl siding with HardiePlank on a residential structure, located at 600 N. Madison Street contingent upon the hardieplank siding having a historically accurate reveal.” Ms. Ward seconded the motion, and the vote was unanimous of the voting members present. CERTIFICATE OF APPROPRIATENESS: Sue Arroyo- clarification regarding installation of new windows & street facing side porch column design, located at 401 S. Clinton Street. Mr. Jeff Casella, 2305 Kline Ave, Suite 200, Nashville TN 37211, with Gilbert, McLaughlin, Casella Architects LLC., was present representing Ms. Arroyo. COVID-19 Protocol: Required Meeting Summary THESE ARE NOT MEETING MINUTES RESOLUTION: Ms. Terry offered the following resolution: BE IT RESOLVED BY THE HISTORIC PRESERVATION COMMISSION OF THE CITY OF ATHENS to approve for Ms. Sue Arroyo to use double pane windows if they so choose that are all wood and accommodate the double panes. Everything has to match the original frames.” Mr. Crafts seconded the motion, and the vote was unanimous of the voting members present. RESOLUTION: Mr. Threet offered the following resolution: BE IT RESOLVED BY THE HISTORIC PRESERVATION COMMISSION OF THE CITY OF ATHENS to approve Ms. Arroyo’s request for the street facing side porch column design as submitted with the caveat that the porch columns be more historically accurate.” Ms. Ward seconded the motion, and the vote was unanimous of the voting members present. Mr. Casella sought clarification regarding the Commission’s thoughts on the design for the sleeping porch that does not front a street. Mr. Kuykendall and Mr. Harbin gave the Commission an update on the progress on Mr. Harbin’s home. ADJOURNMENT: With no further business, the Historic Preservation Commission adjourned.

More information regarding the streaming of the meeting will be made available on the City’s website www.athensal.us.
