Athens Ben Epps Airport Authority Meeting July 25, 2023, 3:00PM Minutes Live Stream on ACCGOV YouTube Channel https://youtube.com/live/hQ5xeB3x-10?feature=share In attendance: Mike Mathews, Grant Tribble, Diane Napier, Keith Sanders, Craig Westwood, Jeff Benjamin, Davin Welter Apologies: David Asman Note-taker: Davin Welter 1) Chair Update and announcements: Mr. Tribble welcomed the participants and previewed the agenda. 2) June Meeting Minutes: Mr. Tribble called for a vote on the June minutes. The June minutes were approved as submitted, per unanimous vote. Mr. Westwood moved and Mr. Sanders seconded to approve the minutes. 3) Airport Manager Reports a) Financial & Operations Report: Mr. Mathews reported that we took care of some maintenance issues including roofing of hangers, navaids, generators, and runway lighting and that increased our normal June expenses. Also in the services area we had some safety costs for the FAA inspections. From a revenue standpoint, it was a slow month between not having athletic charters and heavy rains. Even with a slow month, the year ended very strong. b) Capital Improvement Project Updates: Mr. Mathews said there was a 30% design meeting for the redesigning and rebidding the Taxiway Alpha project. GDOT participated in the meeting and projections at this time remain on schedule and on budget. Mr. Mathews reported that the project will start at the end of this year but they will not be able to pave until March or April of 2024. Priority will be to complete the Alpha 3 intersection. Tomorrow, we will have the 2-20 Runway project construction meeting and will review the final details for the project. Rain has delayed the project. North end of runway will be done this week. Then ER Snell will move to the South end which will take three weeks according to Mr. Mathews. The markings on the runway will need to be painted with the permanent markings. Mr. Mathews is still working with the FAA on the new tower and we have a company that is coming out this week to do environmental assessments for each potential site. Mr. Mathews said that he had talked to the FAA and they assured him that they will assist with the beacon which is currently on the tower. Mr. Mathews said that the tower requires two acres but he reported that the acreage has been reduced. He also reported the Mayor and Commission will hopefully approve phase one of the fencing project which will improve the most critical areas. We are still trying to obtain a third quote for the self-serve Avgas unit. c) Marketing & Outreach: Mr. Mathews reported that there was another outbreak of Parvo at Animal Control and the AHN Firehouse is acting as a temporary shelter. The ACC fireworks show went well but was delayed by the storm. 4) Old Business a) None 5) New Business a) Quarterly Review of Strategic Plan: Mr. Sanders asked Mr. Welter to review the changes to the plan. 1.2.2 (fencing) was updated to have the completion date for Phase 1 by February 2024 and Phase 2 to February 2025. 1.3.1 (parking lot design) was updated to December 2024. 3.1.1 (self-serve Avgas unit) was updated to October 2023. 6) Standing Committees: Issues & Updates a) Business/Finance: Mr. Sanders had no report. b) Operating: Mr. Asman was not present and had no report. c) Air Service Development/Marketing: Mr. Mathews reported that Mead and Hunt has finished the market study and Mr. Mathews said that he would like them to present that at the next Authority meeting. Mead and Hunt will also present the report to the Air Service Development Committee. Mr. Mathews stated that not much has not changed with the market study since the last one. 7) Other Business: a) The next meeting will be held on August 22, 2023, 3-5 p.m., in the conference room in the Flight Center Building. 8) Adjourn: 4:04 PM Dr. Napier moved and Mr. Benjamin seconded and the meeting was adjourned with unanimous consent.
