Athens-Clarke County Unified Government Athens Cultural Affairs Commission Meeting Minutes (approved 14 November 2022) Meeting Name: Monthly Athens Cultural Affairs Commission (ACAC) Meeting Meeting Date: 17 October 2022 Meeting Called to Order: 6:02 pm EDT Location: Lyndon House Arts Center Virtual? In-person meeting with virtual access available for guests Public Input Requested or Received? Meeting was noticed and posted; no public input received. Attendees: Members Present in person: Madeline Blankenship (vice-chair/acting chair); Donna Brumby (secretary); Jan Bush (ex officio); Kimberly Davis; Helen Kuykendall; Serena Scibelli (ex officio); Darcie St. Onge (treasurer). Members Absent: Linda Ford; Montu Miller; Victoria Prevatt; Jesús Rubio (ex officio); Esra Santesso. Advisors / Staff Present in person: Stephanie Raines (Leisure Services Arts Administrator); Tatiana Veneruso (A-CC Public Art Coordinator). Advisors / Staff Present virtually: Maduri Angadi (SPLOST). Attendees Leaving Before End of Meeting & Time of Departure: Kimberly Davis left the meeting at 6:51pm. Items Discussed: 1. Acting Chair’s Report (Madeline Blankenship) ● Election of Officers ○ Since no one has agreed to take the Chairperson office, election of officers was postponed until the November 2022 meeting. 2. Treasurer’s Report (Darcie St. Onge) ● No Treasurer’s Report due to early meeting adjournment. 3. Outreach Committee Report ● Helen Kuykendall presented the quotes on a website redesign. Vote results reported below. 4. Project Reports (Tatiana Veneruso) ● Clayton Street 1 of 3 ○ Installation has begun. ○ The artist will present a public talk about the project on Wednesday, November 9 or 16 (TBA). ACAC members are encouraged to attend. ■ The commission discussed offering a stipend to the artist. Vote is reported below. ○ A formal ribbon-cutting will be planned for December 7 or 8. ● Greenway ○ The selection panel for the East project made a selection and recommendation, which has been forward to the ACC-UG Commission for final approval. ○ The three finalists for the North Oconee project will be reviewed Thursday, Oct 20. ○ The County Commission should vote on both projects in November. ● Firefly ○ Calls are currently in staff review. ● Bishop Park ○ The user group will meet October 27. ○ Tatiana Veneruso will send to the ACAC group the presentation she plans to make for the user group. ● Tallassee Road ○ Transportation and Public Works has agreed that the Tallassee Road roundabout will support a large sculpture and that is Tatiana Veneruso’s recommendation to ACAC. ● Arena ○ Architectural changes are still causing delays in beginning the selection process for this project. ● Pianos ○ Tatiana Veneruso expended $550 from the ACAC operating budget to repaint the library at the A-CC Library, the only remaining piano. A new bench also needs to be purchased. Votes Taken with Motion / Second / Results (Unanimous or Number of Yes / No Votes and names) (if applicable): ● Helen Kuykendall moved, and Darcie St. Onge seconded, acceptance of the draft September 2022 meeting Minutes. They were unanimously approved with corrections concerning members present and one member’s name (5-0). ● Kimberly Davis moved, and Helen Kuykendall seconded, a motion to approve a $750 stipend from the programming line of the ACAC operating budget to be paid to the Clayton Street artist for his public art talk. The motion was approved unanimously (5-0). ● The Outreach Committee recommended acceptance of the $7,500 quote from Kaptiv8 to accomplish a website design for ACAC. The committee recommendation was approved unanimously (5-0). ● Helen Kuykendall moved, and Darcie St. Onge seconded, a motion to establish a $200 threshold for expending funds from the ACAC operating budget without prior approval by the commission. The motion passed 4-1, with Donna Brumby voting against the motion. 2 of 3 Meeting Adjourned: The meeting was adjourned at 6:51pm EDT due to lack of quorum.
