A motion to approve the agenda was made by Aaron Redman and seconded by Taylor Worley. The
motion passed unanimously.
Committee Chair
Discussion was held to nominate a new committee chair. After asking if anyone was interested in the
position Lauren made a motion to nominate Randy Halstead to be the new chair. Aaron seconded the
motion and the motion passed unanimously.
Complete Streets (CS)
- Mayor and Commission (M&C) considered to keep the CS update on the Consent Agenda or to
further discuss at a later date.
- Teresa attended the M&C meeting for AiM.
o She spoke to the CS Policy update and also the Vision Zero Position.
- Three commissioners wanted more time to review the update.
- The final decision was to keep the vote off of the the Consent Agenda to allow for further
discussion.
o Discussion would be held at the next regular session meeting.
- The CS update is to ensure that Cyclists and Pedestrians are not an after thought but part of any
transportation project.
- Per Daniel the CS will also help with grant applications as we will have documentation that we
have met the expected requirements of a grant.
Cross Walk Policy
- Daniel found a draft Crosswalk Policy for the county.
- The original policy is from 2004.
- The draft contains;
o criteria for installing a crosswalk,
o Categorizes different types of crosswalks,
o Lists various features for crosswalks.
- Once the draft is further along in the county review process Daniel will email it to us for our
review.
Bike Ordinances
- The committee reviewed the list of proposed ordinances.
- Daniel proposed to determine which of the ordinances are low hanging fruit and easy to
implement from an ACC Staff perspective. Once identified those ordinances would proceed
through the implementation process.
o Daniel will look at the ones that rated 4 or 5 on the priority list.
- Lauren stated that we want to make sure this ordinance review has a scope beyond bicycles.
o We need to consider 3 kinds of infrastructure;
▪ Cars/Trucks (vehicular)
▪ Kids on bikes, pedestrians, folks with disabilities (most vulnerable users)
▪ Modes of transportation that are too fast (up to 15 mph) to share with areas
with our most vulnerable users but not fast enough to be in vehicular traffic.
Re-striping of Intersections
- Daniel mentioned that there are re-striping projects on going at Lumpkin and West Broad and
also N. Hull and W. Broad.
Safe Streets for All grant
- We need to look at the AiM plan to see which projects could use money from the grant with a
focus on safety.
- The grant can be for $5-30 million with a 20% match from the grant recipient.
