MINUTES – NOVEMBER 29, 2022

Lauren opened the meeting at 4:13 pm
Public Comment – no comments
Agenda
Lauren opened and shared the agenda. There were no changes suggested. Dale moved to accept the agenda.
Mark seconded. The agenda was approved unanimously.
Minutes
Lauren shared the previous meeting minutes. Modified minutes to correct Barber St option to remove parking
and let property owners keep property intact, with the two-way cycle track. Lauren moved to accept the
minutes. Mark seconded. The minutes were approved unanimously.
Chair Updates/Housekeeping
• Next full AiMC meeting will be Tuesday, January 24th, 2023 (no December meeting)
o Discussion regarding meeting format going forward
o Committee chairs: schedule January meetings soon

Annual Report
● Minor corrections were discussed and modified
● Vote approval – Teresa motioned to approve the annual report. Dale seconded. Motion to approve
annual report approved.

Elect Officers
● Review roles
● Nominations for Chair (Blais), Vice Chair (Friedlander), Secretary (Van Note) – Dale motioned to keep all
in place. Randy seconded. Nominations approved.
Prince Avenue Pilot Project
● Updates
○ Survey closed: Around 1300 survey responses with over 1000 individual map comments
■ Prince Ave user group will review the findings and make a recommendation on
November 30th
■ Level of Service (LOS) definition – measurement of motor vehicle traffic, number of
vehicles delayed
○ M&C Special-Called Work Session, Tuesday, December 6th
○ M&C Vote, Tuesday, December 13th
● Authorize Chair to Write Letter of Recommendation for M&C Special Called Session on December 13th
(awaiting data)
○ Dale motioned to support a letter drafted from the AiMC Chair. Randy seconded. Motion
approved, Lauren will draft the letter.
Safe Routes to Schools
● Shirelle and James had recent meetings with Community School Organizers
○ Very positive meeting discussing future items. Next will meet with Principals, create routes
○ Develop plan for schools that will domino for other close schools
■ Alps Rd –> CMS –> CCS
Staff Updates (49:45)
Park Planning
Todd Miller, Park Planning Coordinator
● Firefly Trail Expansion – Bridge over Trail Creek will open in February
● Cemetery Trail segment opened in November
● Carr’s Creek Greenway – bid has been received. Waiting on M & C to approve construction contract
● Firefly Trail Phase III – acquiring easements, developing plans
● Firefly Trail East Broad St – under construction, estimated completion December 2022
● East Campus Greenway/N. Oconee Access Rd Art Projects – artist have been selected, spring 2023
installation
● TA Grant approved. GDOT Transportation Alternative grant submitted by Daniel Sizemore
Transportation and Public Works

● Local Road Safety Plan
○ Completed, awaiting staff review
● Submitted report to commission prior to meeting

● AiM Projects
○ Cherokee Road – 85% completed – expanding scope to expand MUP connection to Lexington
Road
■ Had a kickoff meeting on Nov 22 and will bring concepts to AiMC in the future
○ Riverbend Road – Reviewing 85% construction documents
■ Main feedback includes better transitions from road to bike facilities, raised crosswalks where
possible, MUP signage, etc
○ Barber St –
■ work session in February to discuss design
■ Finished round 2 of public engagement
■ Present to M & C (entire project) for concept approval
○ North Avenue Project
■ Had kickoff meeting with GDOT and FHWA
■ Just scratching the surface, will be a tight schedule
● Bike Friendly Community Application – due February 15th, 2023
○ Athens is currently Bronze, hoping to get to Silver
● Athens in Motion Plan Update
○ Daniel will post PDF for AiMC to review and comment in January 2023
○ Overall due date August 2023
○ Bike/Ped Network Planning Dataset build is finalized
