Housekeeping
Randy opened the meeting at 4 pm and shared the agenda. Teresa moved to accept the agenda and Randy
seconded the motion, the motion passed unanimously.
Randy apologized for not having the minutes from the previous meeting available. No discussion or vote.

Section review of draft policy:
Steps to Identify Candidate Locations
● We reviewed the Candidate Flow Chart with Mark. No comments.
● Overall our goal is to lay out a process of making objective location decisions and reducing the
subjective input in location determination.
● We reviewed Table 1 Latent Demand Scoring Index. The table would reduce the need for head counts
as we will define what types of activity generators would qualify for crosswalk locations.
● Mark asked if we need to add a criteria for population density to the table. For example, would
the addition of a large planned development justify the need for a crosswalk.
Uncontrolled Crossing Enhancement Toolbox
● Teresa asked who it is that currently identifies dangerous midblock crossings for consideration of
crosswalk installation. Daniel replied that requests come in via individuals that see a dangerous
situation and contact the county, but a more proactive approach would be better.
○ Mark commented that a story map could be generated online for individuals to identify
dangerous areas and submit requests.
● Shirelle suggested we reference the Speed Management Toolkit in the Crosswalk Policy Treatment.

Marked Crosswalk Treatment Options
● Teresa commented that Table 4 assumes speed limits are set at the 85th percentile. She does not feel
this is the case for all roads/streets in the county. Would we need to recalculate the 85th percentile for
all streets?
○ Daniel replied that, in general, speed limits were set with the 85th percentile though some
roads/streets may be out of date. If a recalculation were performed we should use USLIMITS
methodology which also takes into consideration roadway characteristics and crash history.
In-Street Yield Signage
● We should include a table containing Standard Equipment, Signs, Reflectivity, etc. and add cost,
replacement cost and lifespan.
Wrap up discussion
● The focus of the policy leans toward midblock crossings and needs to have sections added for
crosswalks at controlled intersection types.
Next Actions:
● The draft document and comments will be handed off to county staff for further enhancements,
addressing comments and definitions.
