Athens in Motion Commission MINUTES – OCTOBER 24, 2023 Location: ACC Gov Planning Department, 120 W. Randy motioned to accept the agenda; Teresa seconded. The agenda was approved unanimously Minutes Lauren shared the previous meeting minutes. Lauren motioned to accept the minutes; Ed seconded. The minutes were approved unanimously Minutes Housekeeping (5:34) Annual Meeting in November ● Tentatively planning the final full AIMC meeting of the year to be on November 28th o Committees may still meet through the end of the year ● This will serve as our Annual Meeting. We will approve a Year-in-review document and our Work Plan for 2024 Major Items (8:51) Crosswalk Policy – vote approval Shirelle Hallum, Vision Zero Coordinator, Daniel Sizemore, Bike, Pedestrian and Safety Coordinator Randy Halstead, Policy and Projects Committee Chair ● Began with an effort to update the policy ● Cross collaboration between internal ACC units and AiMC ● Lauren motioned to accept the updated crosswalk policy (with the addition of the yes arrow-flowchart) so it can be presented to Mayor and Commission; Randy seconded. Motion unanimously approved ● Will be presented to M&C in January Major Reportbacks (16:17) Bike and Pedestrian Programs (Small Programs) – update Daniel Sizemore, Bike, Pedestrian and Safety Coordinator, Randy Halstead, Policy and Projects Committee Chair, Lauren Blais, AIMC Chair 2 ● Rani and Daniel presented at M&C work session on October 10th o Overview featured in Flagpole this week ● Over the next year or so, staff will collect data and will prioritize programs. At a later date, this will be presented back to M&C for approval ● Six programs are included, with three receiving initial primary focus o Start with sidewalk gaps, bike lane gaps, & ADA improvements o Next steps will be to identify which programs to focus on and what priority they are addressed Adhoc Plan Revision Committee Lauren Blais, AIMC Chair ● Wikimap now live - ‘soft launched’ o Web page and release coming at a later date o Will use at tabling opportunities, need QR code handouts ● Vote to update goals o From: Connectivity, Equity, More Users, Education, Implementation o To: Connectivity, Equity, Safety, Encouragement (Education + More Users), Implementation o Teresa motioned to approve these changes; Craig seconded. Changes were unanimously approved Georgia Bike/Walk/Live Summit Daniel Sizemore, Bike, Pedestrian and Safety Coordinator Lauren Blais, AIMC Chair ● November 16-18, at the Graduate (formerly the Foundry) o Attending: Lauren, Craig, Allen, & Randy ● Determine sponsorship level o Allen motioned to sponsor at the Bronze level ($500); Craig seconded. Motion was passed unanimously Fall tabling opportunities Julie Jaeger, Chair Education & Communications Committee ● Porchfest table on Saturday, October 21st o Large North Ave map was positive and useful ● Many safety vests were distributed o “Buster the Safety Dog” was in attendance ● Tabling materials are being stored in Daniels new office People who are killed while walking/rolling – AiMC response Staff discussion 3 ● AiMC will not issue any formal letter to District Attorney’s office ● Individual citizens may speak to ACC Commissioners regarding these issues ● Tallassee Road bridge ribbon cutting ceremony might be an opportunity to raise awareness Staff Updates (1:18:10) Parking Planning – Todd Miller, Park Planning Coordinator ● Greenway Trail Carr’s Creek – Coming along, pouring walls. Estimated completion February 2024 Transportation and Public Works – Daniel Sizemore, Bike, Pedestrian and Safety Coordinator/Shirelle Hallum, Vision Zero Coordinator Shirelle Hallum – Vision Zero Coordinator ● General Updates o Public Outreach & Education ■ North Ave survey – 140 responses collected as of 10/23/23 ■ North Ave public input events – First event had low turnout, but the second event was great and had upwards of 30 attendees, including Commissioners Link and Thornton o Residential Traffic Management Program ■ LRC renamed the program to Residential Traffic Management ■ TPW staff agreed on the language for two separate policies for government and self- funded programs to be presented to LRC on 11/7 ■ Compiling additional prioritization criteria o Local Road Safety Plan ■ TPW staff provided final feedback for the Local Road Safety Plan on 10/12/23 ■ Work session for the plan in January ■ Does AiMC want to review? o SS4A ■ RFP is being extended to allow more time for updates – now switching to a qualifications based selection process ■ Firms will need to submit their qualifications by November 7th. We will hopefully have a consultant on board and working on the plan by the new year. o Reconnecting Communities and Neighborhoods ■ Submitted on September 28th with support from all of our elected officials including our Representatives to the House and Senate. ■ Huge thank you to AiMC for coming through with assistance in writing the application and providing a support letter o Safe routes to schools 4 ■ Safe Routes to Schools Report and memo crafted in August and resent on 10/17.
