Athens in Motion Commission MINUTES – SEPTEMBER, 24, 2024 Location: ACC Gov Planning Department, 120 W. Teresa moved to accept the agenda; Ed seconded. The agenda was approved unanimously Minutes Lauren shared the previous meeting minutes and entertained a motion to accept. The minutes were approved unanimously Minutes Chair’s Notes (3:09) Lauren Blais, Chair • Welcome Back, Allen Jones for a full term • Welcome Gabriella Sandberg to the AiM Commission Major Items (3:25) Cherokee Road & Vincent Drive Lauren Blais, Chair Daniel Sizemore, Bike Pedestrian, and Safety Coordinator • Presentation - history and funding strategies • Cherokee Road o Request to provide construction funding ■ Teresa inquired how much funding remained ■ Art mentioned that Cherokee Road project is a much more advanced stage than Vincent Drive o AiMC reviewed the Cherokee Road Multi-Use Path Project, divided by staff into 3 different segments, and recommended to M&C approval for Segments 2 & 3, from Lowe’s Driveway to Beaverdam Road, to move into ROW acquisition, final design, bid award, and construction, funded with TSPLOST 2025 Project 25; Bicycle and Pedestrian Improvement Program and with support from TSPLOST 2025 Project 30, Traffic Safety Improvement Program funds to support signal upgrades at Beaverdam Drive in the amount of $500,000 ■ Teresa entertained a motion to request M&C to fund phases 2&3 of the Cherokee Road project per staff recommendation; Ed seconded. The motion was to use fund for Cherokee Road per staff recommendations was approved unanimously • Vincent Drive (SPLOST 2020) o Request to provide additional funding from AiMC o 2.3M total project cost, currently short around 1.3M o Art moved to decline allocating funding to the Vincent Drive project due to a lack of funding; Ed seconded. The decision to decline funding to the Vincent Drive project was approved unanimously. 2 Letter: West Broad Street/Atlanta Highway GDOT/ACCGov safety improvements collaboration • Letter to M&C that AiMC supports TPW & GDOT to potentially put in Bike/PED infrastructure along West Broad Street (TSPLOST 2023, Project 4) • Ed moved to submit a letter to M&C in support of the West Broad Street/Atlanta Highway GDOT/ACCGov safety improvements; Art seconded. The motion was unanimously approved. TSPLOST 2026 – Determine Bike/ped projects to submit for funding consideration Daniel Sizemore, Bike, Pedestrian and Safety Coordinator Lauren Blais, Chair • Overview/timeline - project submissions due November 10 • Lauren entertained a motion that AiMC develop projects with amounts to be determined: o 1 – Tier One Capital Projects o 2 – Corridor Projects (Millege Avenue, Broad Street) o 3 – Small Programs • Allen moved to accept the motion; Art seconded. The motion was unanimously approved. • Next steps will be to submit forms and develop presentations Staff Updates (1:17:20) Park Planning Todd Miller, Park Planning Coordinator • Greenway from the Nature Center to Walker Hall is well underway.
