Athens-Clarke County Board of Elections Minutes for August 7, 2018 The monthly meeting of the Athens-Clarke County Board of Elections was held on Tuesday, August 7, 2018 at the Board of Elections Office (upstairs conference room), 155 E. Washington Street, Athens, Georgia. A. Call To Order The meeting was called to order at 3:10 p.m. by Charles Knapper, Chairman Other Members Present: Walter Wilson, Secretary; Michele Simpson, Vice Chairperson; Alison McCullick, Board Member Others Present: Charlotte Sosebee, Director; Wanda Raley, Recording Clerk B. Welcome Guests No guests in attendance C. Approve Minutes of Previous Meeting Motion and second to approve minutes as amended. D. Citizen Input No citizen input E. Director of Elections & Voter Registration Office Update 1. Polling Place Consolidation i. Innovation Ambassadors are working on a polling place consolidation project and will provide a monthly report for Board of Elections feedback. ii. Charlotte stated that she would like to move or consolidate all polling places now located at Fire Stations. This is due to the fact that parking and allocated polling space are limited. 2. Cancellation Report The Board: i. Expressed significant concerns regarding the increase in number of felon removals during July. (Number quadrupled.) Only two individuals responded to letters stating an error. ii. Asked Charlotte to send an email to Chris Harvey expressing their concern that voters are being unjustly disenfranchised. iii. Would like to edit the letter that is generated by ElectioNet and sent to voters. Reinstatement options should be included for voters who feel they are erroneously included (first-time offenders, no contest pleas, or have already satisfied all legal requirements). Asked Charlotte to survey larger counties (Cobb, Gwinnett, Muscogee) to determine if their numbers had increased and how many individuals had responded to the letters. F. Unfinished Business Charlotte provided maps showing polling location change for Precinct 7B from Alps Road Elementary School to Athens Regional Library. The Board felt verbiage should be included with the maps: “If you voted at Alps Road Elementary School… You now vote at Athens Regional Library…” G. New Business Alison suggested that the evening check-in process be revisited as some Managers waited as long as 30 minutes. Charlotte stated that she would be more involved and create a quicker check-in process for the upcoming election. H. Announcements Next regularly scheduled meeting – September 4, 2018. I. Adjourn Motion and second to adjourn meeting.
