Athens-Clarke County Board of Elections 2ND AMENDMENT-Minutes for September 4, 2018 The monthly meeting of the Athens-Clarke County Board of Elections was held on Tuesday, September 4, 2018 at the Board of Elections Office ( upstairs conference room), 155 E. Washington Street, Athens, Georgia. A. Call To Order The meeting was called to order at 3: 03 p. m. by Charles Knapper, Chairman Other Members Present: Walter Wilson, Secretary; Michele Simpson, Vice Chairperson; Alison McCullick, Board Member; Jesse Evans, Board Member Others Present: Charlotte Sosebee, Director; Wanda Raley, Recording Clerk B. Welcome Guests Several guests in attendance: 1. Fred Smith— Interested ACC citizen and member of Economic Justice Coalition 2. Joellen Childers— Interested ACC citizen 3. Linda Lloyd— Director, Economic Justice Coalition 4. Amy Gellins— Interested ACC citizen; former ACC attorney C. Approve Minutes of Previous Meeting Motion and second to approve minutes of August 7, 2018 meeting as written. D. Citizen Input 1. Linda Lloyd— Stated that she wants to make sure that ACC has enough diverse polling locations; particularly interested in Cedar Shoals High School as an Advance Voting location; wants to assure that everyone has an opportunity to vote. 2. Fred Smith— Stated that he supports having Cedar Shoals High School as an Advance Voting location; would like to have an Advance Voting Site on the east side of ACC; would like to appeal to young voters. 3. Joellen Childers— Asked about minutes of last meeting and felon removals; requested information about how members are placed on or appointed to Department of Community Supervision ( DCS); Charlotte explained the process for felony removal from and reinstatement to voter rolls. Chairman Knapper explained to citizens that using Cedar Shoals High School as an Advance Voting site had been brought to the Board for discussion in 2017; however, this had not been brought before the Board for vote for the November 6, 2018 General Election. Page 1 of 3 Athens-Clarke County Board of Elections 2ND AMENDMENT-Minutes for September 4, 2018 E. Executive Session 3: 30 p. m.— There was a motion and second to move into Executive Session. Open Board of Elections meeting went into recess until close of Executive Session. Citizens left the room to allow Board to discuss personnel matters. 1. A discussion was held regarding Cedar Shoals High School as an Early Voting site. 2. There were discussions regarding Jesse' s contact with the Secretary of State' s Office and poll workers (who report to Charlotte). 3. Also discussed was the Board' s previous history of reviewing Eastside locations as possible Early Voting sites. 4. As a result of these discussions, the Board decided that the topic of early voting in East Athens should be discussed as an item under New Business and that a motion should be made when returning to Regular Session as follows: To gather data to assist the ACC Board of Elections to choose the best location for an Advance Voting site for East Athens for 2019 elections." 4: 17 p. m.— There was a motion and second to adjourn the Executive Session and reconvene the open Board of Elections meeting. Citizens returned to meeting. NOTE: Per the recommendation of the Athens- Clarke County Attorney, the Board has amended these minutes to include a summary of the issues discussed during the September 4, 2018 executive session. F. New Business Motion and second to move discussion of new business to first item after Executive Session. 1. Jesse stated that he was appreciative for the support of his fellow Board Members and made the following motion: To gather data to assist the ACC Board of Elections to choose the best location for an Advance Voting site for East Athens for 2019 elections." 2. Motion was seconded and the Board voted unanimously in favor of this motion. G. Director of Elections& Voter Registration Office Update 1. Charlotte provided report of office activities and goals. 2. Board Members are still concerned about the number of felon removals from the voter rolls and asked that Charlotte provide specific number of felons sent to Cobb, Gwinnett, and Muscogee for next meeting. Linda Lloyd asked why the motion for an East Athens Advance Voting location was for 2019 instead of 2018. 2. The Board provided the following explanation: i. Security of election equipment ii. Logistics of transportation of equipment iii. Personnel/ staffing iv. Late date J. Announcements Next regularly scheduled meeting— October 2, 2018. K. Adjourn Motion and second to adjourn meeting.
