November 6, 2018— AMENDED 12/ 04/ 18
The monthly meeting of the Athens-Clarke County Board of Elections was held on Tuesday,
November 6, 2018 in the Election Training Room, 2555 Lexington Rd., Athens, Georgia.
A. Call To Order
The meeting was called to order at 3: 29 p. m. by Charles Knapper, Chairman
Other Members Present: Michele Simpson, Vice Chairperson; Walter Wilson, Secretary;
Jesse Evans, Board Member
Others Present: Charlotte Sosebee, Director; Wanda Raley, Recording Clerk

1. Greg Davis— Interested ACC citizen
C. Approve Minutes of Previous Meeting
1. Motion and second to amend minutes of October 2 meeting to reflect following
verbiage in Item G. 1. a.
a. Motion was made by Alison McCullick to increase hours until 8 pm on at least one
Tuesday and one Thursday.
b. Jesse Evans added amendment to have two Tuesdays and two Thursdays of
extended hours at the Library and Board of Elections Office, pending availability of
personnel and venue. Motion was seconded and passed unanimously.
c. Stipulation was made that number of voters be recorded between the hours of
5 pm and 8 pm so that a feasibility study can be made regarding the impact of
extended hours.
d. After contacting personnel and venue, Charlotte will notify Board regarding the
locations and dates available.
2. Approved by unanimous vote.
D. Citizen Input
Greg Davis expressed concerns with overcrowding at Whit Davis Elementary School and
Multi- Modal Center. He would also like periodic voter turnout updates throughout
Election Day, possibly on BOE website.

E. Director of Elections& Voter Registration Office Update
1. Charlotte provided update of staff activity for prior month.
2. Total voters for late hours at Library from 5: 00- 7: 30 pm
a. Tuesday: 355
b. Thursday: In the 100s
3. Express polls at Precinct 2A, Judia J. Harris Elem. Sch., were not ready at 7: 00 am which
delayed the start time on Election Day to 7: 05 am. Since a Federal candidate appeared
on the ballot, Charlotte asked Mr. Bill Berryman, ACC Attorney, to obtain a court order
from Chief Superior Court Judge Patrick Haggard to extend hours to 7: 05 pm. All voters
who arrive in line from 7: 00 pm to 7: 05 pm must vote a provisional ballot.

G. New Business
1. Internal Audit of Election Results
a. Jesse Evans made a motion that the Board of Elections conduct a random internal
audit similar to Morgan Co. Board of Elections and that the audit be conducted
prior to certification as discussed in this meeting, both paper and electronic. This
audit would be conducted with the guidance of the ACC attorney, Bill Berryman.
There was no second to the motion; therefore, the motion failed.
b. Chairman Knapper and Vice- Chairwoman Simpson both stated that the concept
was a good idea but felt that advance planning was needed.
