APPROVED Athens-Clarke County Board of Elections Meeting Minutes April 2, 2019 The monthly meeting of the Athens-Clarke County Board of Elections was held on Tuesday, April 2, 2019, at BOE Training Room, Facilities Management Bldg., 2555 Lexington Road Athens, Georgia. Charles Knapper, Chairman, called the meeting to order at 3: 03 PM. Board Members Present: Alison McCullick, Board Member; Jesse Evans, Board Member; Walter Wilson, Secretary; Mokah-Jasmine Johnson, Board Member Board Members Absent: None Others Present: Charlotte Sosebee, Director; Pamela Long, Recording Clerk; John Hawkins, ACCUG Assistant County Attorney; Deborah Lonon, Assistant Manager; Joseph D' Angelo, ACC GIS Director A. APPROVE MINUTES OF PRIOR MEETINGS 1. January 8, 2019 Minutes— Alison McCullick made a motion to approve the January 8, 2019 minutes. Walter Wilson seconded the motion. The motion passed unanimously. 2. March 5, 2019 Minutes— Alison McCullick made a motion to approve the March 5, 2019 minutes. Jesse Evans seconded the motion subject to Board review of the audio and revision at the May 7, 2019 meeting, if necessary. The motion passed unanimously. B. ADOPT AGENDA Alison McCullick made a motion to adjust the agenda for this meeting with the addition of Catherine Bennett Updates" under Announcements and " Public Comments" under New Business. Jesse Evans seconded the motion. The motion passed unanimously. C. PUBLIC COMMENT 1. Greg Davis expressed concerns as ACC voter. 2. Kirrena Gallagher expressed concerns as ACC voter. D. DIRECTOR UPDATE The following was discussed 1. Activity Report 2. Polling Location Proposal by Charlotte 3. Statistical information for the November 2018 Election 4. Upcoming Conference details 5. Open Records Requests 6. Subpoenas( John Hawkins, ACC) 7. Presentation— Presented by Joseph D' Angelo, ACC GIS Director. Page 1 of 2 E. NEW BUSINESS The Board decided to table the public comment recommendation until work session with Catherine Bennett. F. ANNOUNCEMENTS Catherine Bennett Updates 1. Alison McCullick stated confirmed dates with Catherine Bennett agreed upon by the Board Members. No objections were expressed. 2. Next scheduled meeting— May 7, 2019 at 3: 00 PM, City Hall Room 103. G. ADJOURN Motion to adjourn made by Alison McCullick. Mokah-Jasmine Johnson seconded the motion, and it passed unanimously. Chairman Charles Knapper adjourned meeting at 4:32 PM. Page 2 of 2

Open Records Requests discussed 6. John Hawkins, ACCUG Assistant Attorney, updated the Board regarding Subpoenas. Page 1of 2 7. Presentation – Presented by Joseph D’Angelo, ACC GIS Director. E. NEW BUSINESS 1. Mokah-Jasmine Johnson expressed concerns on moving the Public Comments to after the Directors Update. ACC Assistant Manager Deborah Lonon suggested that the Board should have more input on a detailed focused, agenda so the public would be informed. She also suggested that the Board would discuss this process in the development of their by-laws, which would enhance the overall flow of the meeting. The Board decided to table the public comment recommendation until meeting with Catherine Bennett. F. ANNOUNCEMENTS 1. Catherine Bennett Updates Alison McCullick stated that there were confirmed dates with Catherine Bennett agreed upon by the Board Members. No objections were expressed. 2. Next scheduled meeting – May 7, 2019 at 3:00 PM, City Hall Room 103. G. ADJOURN Motion to adjourn made by Alison McCullick. Mokah-Jasmine Johnson seconded the motion, and it passed unanimously.
