APPROVED Athens-Clarke County Regularly Scheduled Meeting (Re-scheduled from April 7) Tele-Conference April 21, 2020 3:00 PM The special called meeting of the Athens-Clarke County Board of Elections was held on Tuesday, April 21, 2020, via tele-conference. Jesse Evans, Chairperson, called the meeting to order at 3:00 PM. Board Members present: Charles Knapper, Vice Chairperson; Patricia Till, Board Member; Willa Fambrough, Secretary; Rocky Raffle, Board Member. Board Members absent: NONE Others Present: Charlotte Sosebee, Director; Deborah Lonon, Asst. ACCUG Manager; Judd Drake, ACCUG City Attorney; Pamela Long, Elections Assistant; Lisa McGlaun, Elections Assistant; Lanie Lessard, Elections Clerk; Aletha Perkins, Recording Clerk A. Approve Minutes of prior meeting Motion (31:42) Motion made to adopt minutes with revisions as suggested by Mr. Raffle. Motion seconded by Ms. Fambrough. 1. January 21, 2020-Special Called Meeting- motion made by Ms. Fambrough, motion seconded by Mr. Raffle to adopt minutes with revision. Motion passed unanimously. 2. February 4, 2020-Regularly Scheduled Meeting-motion made by Ms. Till to adopt minutes with revision, motion seconded by Ms. Fambrough. Motion passed unanimously. 3. February 18, 2020-Special Called Meeting- motion made by Ms. Till to adopt minutes with revision, motion seconded by Mr. Knapper. Motion passed unanimously. 4. February 25, 2020-Special Called Meeting- motion made by Ms. Till to adopt minutes with revision. Motion passed unanimously. 5. March 3, 2020-Regularly Scheduled Meeting 6. March 9, 2020-Regularly Scheduled Meeting- motion made by Ms. Fambrough, motion seconded by Mr. Raffle to adopt minutes with revision. Motion passed unanimously. 7. April 1, 2020-Special Called Meeting motion made by Ms. Till to adopt minutes with revision, motion seconded by Mr. Raffle. Motion passed unanimously. 8. April 21, 2020-Regularly Scheduled Meeting B. Adopt Agenda Motion to adopt agenda made by Ms. Till, seconded by Mr. Raffle. Motion passed unanimously. C. Director’s Update Activity Report for March 2020 (Attached) Absentee Ballots & Sample Ballots L&A (April 16) Last day to register vote Precinct Updates Advance Voting a. Week 1-3 (May 18 – June 5) i. BOE Office – begins May 18 1. Saturday Voting – May 30 from 9AM until 4PM b. Week 3 (June 1 – 5) i. Cooperative Extension Office 1. Mon, Tues, Thur & Fri 10AM until 5PM 2. Wed 10am until 7pm ii. Miriam Moore Community Center 1. Mon, Tues, Thur & Fri 10AM until 5PM 2. Wed 10AM until 7PM iii. Athens Regional Library 1. Mon, Tues, Thurs & Fri 10AM until 5PM 2. Wed 10AM until 7PM Update on Winterville Voting Equipment - 2018 Election Voting Privacy & Layouts Open Records Request(s), if any D. Public Comment-NONE E. Old Business 1. Ballot secrecy for upcoming elections (including discussion of to scale floor plans for our 24 Election Day polling locations) The question was asked of the Board to go through all of the locations to identifying the concerns with the Ballot Marking Devices in the locations. (2:16:09) the vote was 4-1 with Mr. Knapper voting no. 2. Voting equipment delivery plan 3. Update on quarantined voting machines from Winterville Train Depot (November 2018 General Election) F. New Business a. Board Minutes b. Vote-Advance Voting locations & times Motion (3:04:56) Motion made by Mr. Raffle to change the advance voting closing times for week 3, June1-5 for Board of Elections (8am-530pm), Miriam Moore, Library and Cooperative Extension office to 10:30 to 5:30. To include Wednesday, June 3 to close at 7PM. Motion was seconded by Ms. Fambrough. Motion passed unanimously. Motion (3:10:44) Motion made by Mr. Raffle to add 1 day of Sunday voting at the Board of Elections on May 31st from 12- 3pm. Motion was seconded by Ms. Fambrough. Motion passed unanimously. c. Absentee Ballot Postage Motion (3:26:17) Motion made by Mr. Raffle for The Board of Elections to request postage funding for Absentee Ballot Applications and Absentee Ballots from the ACCUG Mayor & County Commission for the upcoming June 9th election. The motion was seconded by Ms. Fambrough. The vote passed 4-1 vote. Mr. Knapper, Mr. Raffle, Mr. Evans, and Ms. Fambrough voted yes. Ms. Till voted no. Motion passed. G. Absentee Drop Boxes Motion (3:56:05) ACC BOE requesting funding from ACCUG Mayor & County Commission to purchase absentee drop boxes. Motion made by Ms. Fambrough, Motion seconded by Mr. Raffle. Motion passed unanimously. H. Announcements Next Scheduled Meeting May 5, 2020 TBD I.
