UNAPPROVED Athens-Clarke County Regularly Scheduled Meeting Tele-Conference May 5, 2020 3:30 PM The special called meeting of the Athens-Clarke County Board of Elections was held on Tuesday May 5, 2020, via tele-conference. Jesse Evans, Chairperson, called the meeting to order at 3:35 PM. Board Members present: Charles Knapper, Vice Chairperson; Patricia Till, Board Member; Willa Fambrough, Secretary; Rocky Raffle, Board Member. Board Members absent: NONE Others Present: Charlotte Sosebee, Director; Deborah Lonon, Asst. ACCUG Manager; Judd Drake, ACCUG City Attorney; ACCUG Asst. City Attorney, John Hawkins; Pamela Long, Elections Assistant; Lisa McGlaun, Elections Assistant; Aletha Perkins, Recording Clerk A. Approve Minutes of prior meeting 1. January 21, 2020-Special Called Meeting- motion made by Mr. Knapper, motion seconded by Ms. Fambrough to adopt minutes with revision. Motion passed unanimously. 2. February 4, 2020-Regularly Scheduled Meeting-motion made by Ms. Fambrough to adopt minutes, motion seconded Mr. Raffle. Motion passed unanimously. 3. February 18, 2020-Special Called Meeting- motion made by Ms. Fambrough to adopt minutes, motion seconded by Mr. Knapper. Motion passed unanimously. 4. February 25, 2020-Special Called Meeting- motion made by Mr. Knapper to adopt minutes, motion seconded by Ms. Fambrough. Motion passed 4-1 with Ms. Till abstaining. 5. March 3, 2020-Regularly Scheduled Meeting-motion made by Mr. Knapper to adopt minutes with revision, motion seconded by Ms. Till. Motion passed unanimously. 6. March 9, 2020-Special Called Meeting- motion made by Ms. Fambrough, motion seconded by Mr. Raffle to adopt minutes with revision. Motion passed unanimously. 7. April 1, 2020-Special Called Meeting motion made by Mr. Knapper to adopt minutes with revision, motion seconded by Ms. Fambrough. Motion passed unanimously. 8. April 21, 2020-Regularly Scheduled Meeting-motion made by Mr. Knapper to adopt minutes, motion seconded by Mr. Raffle. Motion passed unanimously. Motion made by Ms. Fambrough to amend agenda to add Hazzard Pay for Poll workers to New Business (2) the motion was seconded by Mr. Raffle. Motion passed unanimously. Motion made by Mr. Raffle to adopt agenda, the motion was seconded by Mr. Knapper. Motion passed unanimously. B. Director’s Update Activity Report for April 2020 (Attached) Absentee Ballots, Postage, Ballot Box & Sample Ballots a. All voters are encouraged to vote by mail. b. Update number of Absentee Ballots processed c. Update number of Absentee Ballot received L&A Last day to register vote is May 11, 2020. d. Encourage any person who would like to register or need to change name/address should do so. Precinct Updates Advance Voting e. Week 1-2 (May 18 – May 30) i. BOE Office – begins May 18 1. Saturday Voting – May 30 from 9AM until 4PM 2. Sunday Voting – May 31 from noon until 3PM f. Week 3 (June 1 – 5) i. Cooperative Extension Office, Miriam Moore Community Center & Athens Library 1. Mon, Tues, Thur & Fri 10:30AM until 5:30PM 2. Wed 10:30am until 7pm ii. BOE Office (June 1 – 5) 1. Mon, Tues, Thur & Fri 8AM until 5:30PM 2. Wed 8am until 7pm Voting Privacy & Layouts Open Records Request(s), if any Comments, Questions, etc. C. Public Comment-1 D. Old Business 1. Ballot secrecy for upcoming elections (including discussion of to scale floor plans for our 24 Election Day polling locations) Motion: (1:54:10) Motion made by Mr. Knapper but to allow staff to use the current unfinished drafts of the scaled drawings of the polling locations for the upcoming June 9th election as a guide. Motion seconded by Ms. Till. Motion passed 3-2. Mr. Knapper, Ms. Till, Mr. Raffle voted yes. Ms. Fambrough and Mr. Evans voted no. 2. Voting equipment delivery plan 3. Update on quarantined voting machines from Winterville Train Depot [November 2018 General Election] E. New Business 1. Grant Application-Coronavirus Aid, Relief, & Economic Security (CARES) Act 2. Hazard Pay for Poll workers Motion: (2:35:09) Motion made by Mr. Raffle in light of the challenging circumstances of COVID-19, Board of Elections is making a non-binding motion for to the requisite authorities within the unified government of the Athens Clarke County Government to consider wage increases for the poll workers for hazard pay for the June 9th election. Motion seconded by Ms. Fambrough. Motion passed unanimously. F. Announcements Next Scheduled Meeting June 2, 2020 virtually at 330PM. G.
