The special called meeting of the Athens-Clarke County Board of Elections was held on Thursday, June
18, 2020.
Jesse Evans, Chairperson, called the meeting to order at 3:33pm.
Board Members present: Charles Knapper, Vice Chairperson; Patricia Till, Board Member; Willa
Fambrough, Secretary; Rocky Raffle, Board Member.
Board Members absent: NONE
Others Present: Charlotte Sosebee, Director; Deborah Lonon, ACCGU Asst. City Manager; Judd Drake,
AACGU; Sherrie Hines, AACGU Attorney, Pamela Long, Elections Assistant; Lisa McGlaun, Elections
Assistant; Aletha Perkins, Recording Clerk
A. Adopt Agenda
Motion made by Ms. Till to adopt the agenda. Motion was seconded by Mr. Knapper. Motion
passed unanimously.
B. Public Comment-20 in person public comments given by concerned citizens of Athens Clarke
County. 6 emails received by concerned citizens of Athens Clarke County.

Motion made by Mr. Raffle to close discussion to not certify the election on today but to
postpone the certification until Friday, June 19, 2020. Motion seconded by Mr. Knapper.
Motion passed 4-1 with Mr. Knapper, Ms. Till, Ms. Fambrough and Mr. Raffle voting yes. Mr.
Evans voted no.

Motion made by Mr. Knapper to accept and certify the June 9th General Primary/Presidential
Primary elections and an addendum to be included with the Non Partisan documentation for
(deceased) Mr. Jerry Nesmith, Clarke County Commission District 6, clarifying there are to be
zero votes cast. Motion 2nd by Ms. Till. Motion passed unanimously.

ensuing primaries and elections during the continuance thereof, that I will to the best of
my ability prevent any fraud, deceit, or abuse in carrying on the same that I will make a
true and perfect return of such primaries and elections, and that I will at all times truly,
impartially, and faithfully perform my duties in accordance with Georgia laws to the best
of my judgement and ability.”
