UNAPPROVED Athens-Clarke County Executive & Regular Session Meeting July 7, 2020 3:30 PM The regularly scheduled meeting of the Athens-Clarke County Board of Elections was held on Tuesday, July 7, 2020, virtually via youtube. Jesse Evans, Chairperson, called the meeting to order at 3:36pm. Board Members present: Charles Knapper, Vice Chairperson; Patricia Till, Board Member; Willa Fambrough, Secretary; Rocky Raffle, Board Member. Board Members absent: NONE Others Present: Charlotte Sosebee, Director; Judd Drake, ACCUG Attorney; Aletha Perkins, Recording Clerk; Pamela Long, Elections Assistant; Lisa McGlaun, Elections Assistant A. Executive Session Motion made by Mr. Knapper to go into Executive Session. Motion was seconded by Ms. Fambrough. Motion passed unanimously. Motion made by Mr. Knapper to come out of Executive Session. Motion seconded by Ms. Fambrough. Motion passed unanimously. Mr. Evans called the meeting back to order. B. Approve Minutes of Previous Meetings Regular Schedule Meeting-June 2, 2020-Approved. Motion made by Mr. Knapper and 2nd by Ms. Till. Motion passed unanimously. Special Called Meeting (Election Day)-June 9, 2020-Approved. Motion made by Ms. Till and 2nd by Mr. Knapper. Motion passed unanimously. Emergency Special Called Meeting-June 15, 2020-Approved with revisions. Motion made by Ms. Till and 2nd by Mr. Knapper. Motion passed unanimously. Special Called Meeting (Certify Election)-June 18, 2020-Approved with revisions. Motion made by Mr. Knapper and 2nd by Ms. Fambrough. Motion passed unanimously. C. Adopt Agenda Motion made by Ms. Fambrough to adopt the agenda. Motion was 2nd by Mr. Knapper. Motion passed unanimously. D. Director’s Update Activity Report for June 2020 (Attached)  Absentee Ballots & Sample Ballots L&A (began today, July 7) Last day to register vote – July 13, 2020 Advance Voting a. Week 1-3 (July 20 – August 7) i. BOE Office – begins July 20 1. Saturday Voting – July 31 from 9AM until 4PM b. Week 3 (Wednesday, August 5 – Friday, August 7) i. Miriam Moore Community Center 1. Wed 10AM until 7PM 2. Thurs & Fri 10AM until 5PM ii. Athens Regional Library Pre-planning for Poll Worker Recruitment and Training (tentative) c. Recruitment begin August 3-September 4 (tentative) d. Poll Worker Training Sessions to begin October 1-October 31 (tentative) Open Records Request E. Public Comment: 1 Motion Motion made by Mr. Raffle for the Board of Elections to mail every voter in Athens Clarke County an absentee ballot and for the Mayor and Commisioner Committee to provide adequate funding to complete the task. Motion was seconded by Ms. Fambrough. Motion passed 4-1, with Ms. Fambrough, Mr. Knapper, Mr. Evans, and Mr. Raffle voting yes. Ms. Till voted no. Motion Motion to move monthly meetings to the 3rd Tuesday at 430 pm of each month was made by Ms. Fambrough. Motion was 2nd by Mr. Evans. Motion passed unanimously. F.
