Athens-Clarke County Board of Elections & Voter Registration Regular Meeting Minutes November 10, 2020 @ 4:30 PM Virtual Meeting (due to COVID-19 precautions) https://youtu.be/j2MWUMxnUXQ The meeting of the Athens-Clarke County Board of Elections was held on Tuesday, November 10, 202 via youtube livestream. Jesse Evans, Chairperson, called the meeting to order at 4:32 pm. Board Members present: Willa Fambrough, Secretary; Rocky Raffle, Board Member; Charles Knapper, Vice Chairperson; Patricia Till, Board Member; Board Members absent: NONE Others Present: Charlotte Sosebee, Director; Judd Drake, ACCGU Attorney; Deborah Lonon, ACCGU Asst. City Manager; Aletha Perkins, Recording Clerk; Lisa McGlaun, Elections Assistant; Pamela Long, Elections Assistant. A. Reading of the Board Member Oath of Office [OCGA § 21-2-70] “I do swear (or affirm) that I will as a member of the board of elections duly attend all ensuing primaries and elections during the continuance thereof, that I will to the best of my ability prevent any fraud, deceit, or abuse in carrying on the same, that I will make a true and perfect return of such primaries and elections, and that I will at all times truly, impartially, and faithfully perform my duties in accordance with Georgia laws to the best of my judgment and ability.” B. Approve Minutes of Previous Meetings (3:00) Motion made by Ms. Fambrough to approve the October 20, 2020 regular session meeting. Motion 2nd by Mr. Raffle. Motion passed unanimously. Motion made by Mr. Raffle to approve the minutes for the November 3, 2020 Special Called meeting with edits: Section E for Vote Review Panel change language to “affirm” instead of “accept” Mr. Carter as the panelist chosen to represent the Board of Elections. Section F for Upcoming meeting regarding Risk Auditing Meeting to adjust the time and combine the meeting for the Provisional Ballots & Certification. Motion 2nd by Mr. Fambrough. Motion passed 4:1 with Ms. Till abstaining due to technical difficulties. Motion made by Ms. Fambrough to approve the minutes for the November 6, 2020 Special Called meeting with edits: Section D motion should be 4 votes in favor. 1 abstention. Mr. Raffle abstaining. Motion made by Mr. Knapper to approve the acceptance of the 56 Provisional Ballots presented for acceptance. Motion 2nd by Mr. Raffle.
