Regular Meeting Athens-Clarke County Board of Elections & Voter Registration January 12, 2021 @ 4:30pm 2555 Lexington Road, Athens, GA 30605 Due to COVID-19 precautions, this meeting was livestreamed and can be viewed at https://www.youtube.com/watch?v=zf4bxAtFOn8. Bylaws of the Athens-Clarke County Board of Elections and Voter Registration (bit.ly/accboerbylaws) Vice Chair Raffle presided over the meeting in Chair Fambrough’s place. Vice Chair Raffle called the meeting to order at 4:35. In attendance were Rocky Raffle, Vice Chair; Adam Shirley, Secretary; Ann Till, Member; Hank Qadir, Member Attending virtually was Chair Willa Fambrough. Others in attendance were Blaine Williams, Manager; Charlotte Sosebee, Director; Paula Williams, Absentee Ballot/Elections Clerk; Lisa McGlaun, Elections Assistant; Aletha Perkins, Administrative Assistant; Sherrie Hines, Interim Chief Assistant Attorney; John Marsh, Vote Review Panel; Joey Carter, Vote Review Panel; Andrea Hamblin, Vote Review Panel A. The Board Member Oath of Office (O.C.G.A. § 21-2-70) was read by Mr. Shirley. B. The agenda was adopted. Motion by Mr. Qadir, seconded by Mr. Shirley. Approved unanimously. C. Minutes from all meetings since 12/8/2020 were approved. a. 12/8 meeting minutes: MOTION by Ms. Till, seconded by Ms. Fambrough. i. Yea: Fambrough, Raffle, Till. ii. Abstaining: Qadir, Shirley. b. 12/16 meeting minutes: MOTION by Ms. Till, seconded by Ms. Fambrough. i. Yea: Fambrough, Raffle, Till. ii. Abstaining: Qadir, Shirley. c. 12/21 meeting minutes: MOTION by Ms. Till, seconded by Ms. Fambrough. i. Yea: Fambrough, Raffle, Till. ii. Abstaining: Qadir, Shirley. d. 12/29 meeting minutes: MOTION by Ms. Till, seconded by Ms. Fambrough. Passed unanimously. e. 12/31 meeting minutes: MOTION by Ms. Till, seconded by Ms. Fambrough. i. Yea: Fambrough, Raffle, Till. ii. Abstaining: Qadir, Shirley.  f. January 5, 2021, special called meeting minutes: MOTION by Ms. Till, seconded by Mr. Shirley. Passed unanimously. g. MOTION by Ms. Till to prepare minutes to reflect details of board votes by specifying “unanimous” or to indicate who voted yea, voted nay, and abstained. Seconded by Mr. Shirley. Passed unanimously. D. One public comment was read. E. Special Election - January 5, 2021 a. Provisional ballots i. 77 ballots; 55 approved , 22 rejected ii. MOTION by Mr. Shirley to accept the director’s recommendation that 55 provisional ballots be approved. Seconded by Mr. Qadir. 1. Yea: Qadir, Shirley, Raffle, Till. 2. Abstain: Fambrough. iii. MOTION by Ms. Till to approve the 22 rejected ballots as rejected. Seconded by Mr. Qadir. 1. Yea: Qadir, Shirley, Raffle, Till. 2. Abstain: Fambrough. b. Absentee ballots i. MOTION by Mr. Shirley to enter into the record how many absentee ballots the board of elections chooses to accept or reject. (8 ballots were accepted, 24 ballots were rejected.) Seconded by Ms. Till. Passed unanimously. ii. MOTION by Mr. Shirley to temporarily hold on Section E, item c, which was election certification. Seconded by Ms. Till. Passed unanimously. c. Election certification i. MOTION by Mr. Shirley to approve and certify the January 5 election for United States Senate, United States Senate Special, and Public Service Commission District 4. Seconded by Mr. Qadir. 1. Yea: Fambrough, Raffle, Qadir, Shirley. 2. Nay: Till. F. Director Sosebee gave the Director’s Report. G. New Business a. MOTION by Ms. Till to table discussion on time limits on agenda items. Seconded by Mr. Shirley. Passed unanimously. H. Old Business was discussed. I. Announcements a. February Regular Meeting i. February 9, 2021 @ 4:30pm J. MOTION by Ms. Till to adjourn at 8:55.
