Chair Fambrough called the meeting to order at 6:00.
In attendance were Willa Fambrough, Chairperson; Rocky Raffle, Vice Chairperson; Adam Shirley, Secretary; Ann
Till, Member; and Hank Qadir, Member.
Others in attendance were Blaine Williams, Manager; Charlotte Sosebee, Director; Lisa McGlaun, Elections
Assistant; Aletha Perkins, Administrative Assistant; Sherrie Hines, Assistant County Attorney.
Due to technical difficulties and at Ms. Fambrough’s request, Mr. Raffle agreed to chair the meeting beginning with
Item E.
A. The Board Member Oath of Office (O.C.G.A. § 21-2-70) was read by Mr. Shirley.
B. MOTION by Mr. Shirley to amend the agenda by moving New Business Item (b) ahead of approving the
February meeting minutes. Seconded by Mr. Raffle. Approved unanimously.
C. New Business (partial)
1. MOTION by Mr. Raffle that the secretary and Mr. Raffle work on drafting a resolution document
regarding pending legislation to present to all board members. Seconded by Mr. Shirley. Yea:
Ms. Fambrough, Mr. Raffle, Mr. Shirley, Mr. Qadir. Abstain: Ms. Till.
D. MOTION by Mr. Qadir to adopt the amended agenda. Seconded by Mr. Shirley. Approved unanimously.
E. The minutes from the February 9, 2021, regular meeting were approved. Motion by Mr. Shirley,
seconded by Ms. Fambrough. Yea: Ms. Fambrough, Mr. Raffle, Mr. Shirley, Ms. Till. Abstain: Mr. Qadir.
F. Public comments from Ms. Jacqueline Elsner and Mr. Greg Davis were read.
G. Director Sosebee gave the Director ’s Report.
H. There was no Old Business to discuss.
I. New business was discussed.
J. Announcements
1. April Regular Meeting
a. April 13, 2021 @ 4:30pm
K. MOTION by Ms. Fambrough to adjourn. Seconded by Mr. Qadir. Approved unanimously.

A. Reading of the Board Member Oath of Office (O.C.G.A. § 21-2-70)
“I do swear (or affirm) that I will as a member of the board of elections duly attend all
ensuing primaries and elections during the continuance thereof, that I will to the best of
my ability prevent any fraud, deceit, or abuse in carrying on the same, that I will make a
true and perfect return of such primaries and elections, and that I will at all times truly,
impartially, and faithfully perform my duties in accordance with Georgia laws to the best of
my judgment and ability.”
