Special Meeting Minutes Athens-Clarke County Board of Elections & Voter Registration March 23, 2021 @ 4:30pm Due to COVID-19 precautions, this meeting was livestreamed and is available at https://www.youtube.com/watch?v=5MuZk3wFTRA Bylaws of the Athens-Clarke County Board of Elections and Voter Registration (bit.ly/accboerbylaws) Chair Fambrough called the meeting to order at 4:34. In attendance were Willa Fambrough, Chairperson; Rocky Raffle, Vice Chairperson; Adam Shirley, Secretary; Ann Till, Member; and Hank Qadir, Member. Others in attendance were Charlotte Sosebee, Director; Lisa McGlaun, Elections Assistant; Pamela Long, Elections Assistant; Aletha Perkins, Administrative Assistant; and Sherrie Hines, Assistant County Attorney. A. The Board Member Oath of Office (O.C.G.A. § 21-2-70) was read by Mr. Shirley. B. The agenda was adopted. Motion by Mr. Qadir, seconded by Mr. Raffle. Approved unanimously. C. Four public comments from Mrs. WT Holland, Ms. Joan Rhoden, Ms. Cynthia Sullivan, DE Carter, and Mr. Jesse Evans were read. 1. During resulting discussion, MOTION by Mr. Raffle to proceed with special meeting business at hand. Seconded by Mr. Qadir. Motion passed. Yea: Ms. Fambrough, Mr. Qadir, Mr. Raffle, Mr. Shirley. Nay: Ms. Till. D. New Business 1. MOTION by Mr. Qadir that only the Chairperson and Secretary sign the resolution. Seconded by Mr. Shirley. Motion passes. Yea: Ms. Fambrough, Mr. Qadir, Mr. Shirley. Nay: Mr. Raffle. Abstain: Ms. Till. 2. MOTION by Mr. Raffle that we approve this resolution as written and ask the attorney’s office to give it one last look before publishing and print on letterhead. Seconded by Mr. Shirley. 3. Mr. Shirley offered a friendly amendment to the motion to add “to be transmitted to the Clerk of the Georgia House of Representatives, the Secretary of the Georgia Senate, leaders of the legislature, Chairpersons of the Senate Ethics and House Election Integrity Committees, and the Mayor and Commission of the Unified Government of Athens-Clarke County.” Mr. Raffle accepted. Motion passed. Yea: Ms. Fambrough, Mr. Qadir, Mr. Raffle, and Mr. Shirley. Abstain: Ms. Till. 4. MOTION by Mr. Raffle to designate Secretary Shirley to transmit the resolution to the aforementioned officials in an email whose body will consist of: “On March 23, the Athens-Clarke County Board of Elections and Registration met to approve the attached resolution. Thank you for your time. Please direct questions to Chair Willa Fambrough.” Seconded by Mr. Shirley. Approved unanimously.  E. Announcements 1. April Regular Meeting i. April 13, 2021 @ 4:30pm F. MOTION by Mr. Raffle to adjourn. Seconded by Mr. Qadir. Motion passed unanimously. Adjourned at 6:47.
