Minutes - Regular Meeting Athens-Clarke County Board of Elections & Voter Registration August 10, 2021 @ 4:30pm 2555 Lexington Road, Athens, GA 30605 Due to COVID-19 precautions, this meeting was livestreamed and can be viewed at https://www.youtube.com/watch?v=XymQXA-O4Rg Bylaws of the Athens-Clarke County Board of Elections and Voter Registration (bit.ly/accboerbylaws) Acting Chair Raffle called the meeting to order at 4:35pm. Chair Fambrough presided over the meeting from 4:54pm. In attendance were Willa Fambrough, Chairperson; Rocky Raffle, Vice Chairperson; Adam Shirley, Secretary; Ann Till, Member; and Hank Qadir, Member. Others in attendance were Charlotte Sosebee, Elections Supervisor; Lisa McGlaun, Elections Assistant; Pamela Long, Elections Assistant; Aletha Perkins, Administrative Assistant; Niki Jones, Assistant County Manager; and Austin Jackson, County Attorney’s Office. A. The Board Member Oath of Office was read by Mr. Shirley. (O.C.G.A. § 21-2-70) B. Adopt Agenda 1. MOTION by Mr. Qadir to adopt the agenda. Seconded by Mr. Shirley. Approved unanimously. C. Approve Minutes from July 13, 2021, regular meeting 1. MOTION by Mr. Qadir to approve the minutes from the July 13, 2021, regular meeting. Seconded by Mr. Shirley. Mr. Raffle, Mr. Qadir, and Mr. Shirley voted yes. Ms. Till abstained. Measure passed. D. Public Comment was read from Ms. Jacqueline Elsner and Mr. Richard Zimdars. E. Ms. McGlaun presented the Director’s Report. (4:50pm, about 15min in) F. Old Business 1. ESPLOST a. MOTION by Mr. Shirley to call a special election countywide for the Education Special Purpose Local Option Sales Tax to be held in conjunction with the City of Winterville Municipal General Election on November 2, 2021. Seconded by Mr. Raffle. Ms. Fambrough, Mr. Raffle, Mr. Qadir, and Mr. Shirley voted yes. Ms. Till abstained. Motion passed. 2. Update from attorney’s office regarding candidate filing fees - tabled until September G. New Business  1. MOTION by Mr. Shirley to amend the agenda by adding under New Business an item regarding changing the special called meeting to virtual instead of in-person. Seconded by Ms. Till. Approved unanimously. 2. MOTION by Mr. Raffle to cancel the special called meeting for August 19, 2021, with the business intended for that meeting to be taken up at our regular September meeting. Seconded by Mr. Shirley. Approved unanimously. H. Announcements 1. GAVREO Conference a. August 29-September 1, 2021 2. September Regular Meeting a. September 14, 2021 @ 4:30pm I. MOTION by Mr. Raffle to adjourn. Seconded by Ms. Till. Approved unanimously. Adjourned at 5:29pm.
