Acting Chair Raffle called the meeting to order at 4:39pm.
In attendance were Willa Fambrough, Chair; Rocky Raffle, Vice Chair; Adam Shirley, Secretary; and
Hank Qadir, Member.
Others in attendance were Charlotte Sosebee, Elections Supervisor; Lisa McGlaun, Elections Assistant;
Pamela Long, Elections Assistant; Aletha Perkins, Administrative Assistant; Niki Jones, Assistant County
Manager; Sherrie Hines, Assistant County Attorney; and Lisa Pappas, Assistant County Attorney.
A. The Board Member Oath of Office was read by Mr. Shirley. (O.C.G.A. § 21-2-70)
A. MOTION by Mr. Qadir to adopt the agenda. Seconded by Mr. Shirley. Approved unanimously.
B. Approval of Minutes
1. MOTION by Mr. Qadir to approve the minutes from the August 10, 2021, regular
meeting. Seconded by Mr. Shirley. Approved unanimously.
2. MOTION by Mr. Qadir to approve the minutes with correction from the September 8,
2021, special called meeting. Seconded by Ms. Fambrough. Approved unanimously.
Chair Fambrough chaired the meeting beginning at 4:46pm.
C. Public Comment was read from Ms. Jacqueline Elsner.
D. Director Sosebee gave the Director’s Report.
E. Old Business
1. Update from attorney’s office regarding candidate filing fees
2. Law enforcement quick reference guide
a. MOTION by Mr. Raffle to table this item until the October 2021 meeting.
Seconded by Mr. Shirley. Approved unanimously.
F. New Business
1. Poll worker pay: preserving step increases for higher levels of responsibility
a. MOTION by Mr. Raffle to table this agenda item until the October 2021
meeting. Seconded by Mr. Shirley. Voting yea: Ms. Fambrough, Mr. Raffle, Mr.
Shirley. Voting nay: Mr. Qadir. Motion carries 3-1.
2. Reviewing Article VI, Section 11 of the Bylaws
a. “SECTION 11. The Secretary and staff of the Elections Department, in
consultation with the Chairperson, shall be responsible for developing a tentative
agenda for each meeting. If a Board member wishes to add an item to the
tentative agenda, such request must be made in writing at least seven (7) days
before the applicable Board meeting, and such request shall be added to the
tentative agenda upon the written concurrence of at least two (2) other Board
members; provided, however, that per the Georgia Open Meetings Act, failure to
include on the agenda an item which becomes necessary to address during the
course of a Board meeting shall not preclude considering and acting upon such

3. Resolution of all previous lawsuits against the Board
4. Present state of election audits for Georgia
a. MOTION by Mr. Shirley to table New Agenda items 2, 3, and 4 to our October
2021 meeting. Seconded by Mr. Qadir. Approved unanimously.
5. Advance voting, hours, and locations for the November 2021 election
a. MOTION by Mr. Raffle to call a special meeting for Tuesday, September 21, at
4:30pm. Seconded by Mr. Shirley. Approved unanimously.
G. Announcements
1. Political Party Education Forum
a. Thursday, September 16, 6:00pm-8:00pm
b. Snipes Water Resource Center Conference Room, 780 Barber Street
c. All are welcome!
2. October Regular Meeting
a. Tuesday, October 12, 2021 @ 4:30pm
H. MOTION by Mr. Qadir to adjourn. Seconded by Mr. Shirley. Approved unanimously.

A. Reading of the Board Member Oath of Office (O.C.G.A. § 21-2-70)
“I do swear (or affirm) that I will as a member of the board of elections duly attend all
ensuing primaries and elections during the continuance thereof, that I will to the best of
my ability prevent any fraud, deceit, or abuse in carrying on the same, that I will make a
true and perfect return of such primaries and elections, and that I will at all times truly,
impartially, and faithfully perform my duties in accordance with Georgia laws to the best of
my judgment and ability.”
