Chair Fambrough called the meeting to order at 4:36pm.
In attendance were Willa Fambrough, Chair; Rocky Raffle, Vice Chair; Adam Shirley, Secretary; Ann Till,
Member; and Hank Qadir, Member.
Others in attendance were Charlotte Sosebee, Elections Supervisor; Lisa McGlaun, Elections Assistant;
Pamela Long, Elections Assistant; Audra Taylor, Elections Assistant; Aletha Perkins, Administrative
Assistant; and Lisa Pappas, Assistant County Attorney.
A. The Board Member Oath of Office was read by Mr. Shirley. (O.C.G.A. § 21-2-70).
B. MOTION by Mr. Qadir to adopt the agenda. Seconded by Mr. Shirley. Approved unanimously.
C. MOTION by Mr. Raffle to approve the minutes from the October 12, 2021, regular meeting;
the October 22, 2021, work session; the October 26, 2021, work session; the October 28,
2021, work session; the November 2, 2021, special called meeting; and the November 5,
2021, special called meeting. Seconded by Mr. Qadir. Approved unanimously.
D. There was no public comment.
E. Director Sosebee gave the Director’s Report.
F. Old Business
MOTION by Ms. Till to table Old Business, Item 3, until the December 14, 2021,
meeting. Seconded by Mr. Shirley. Voting in favor: Fambrough, Qadir, Shirley, Till. Voting
against: Raffle. Motion passes 4-1.
G. New Business
1. Capital expense request (Staff)
MOTION by Ms. Till to approve staff including in the FY 23 capital budget
funding for enhancements to absentee ballot processing and voting booths
for the new voting system. Seconded by Mr. Raffle. Approved unanimously.
2. Proposed county commission district boundaries (Fambrough)
MOTION by Mr. Shirley to recommend to the Mayor and County Commission
the Proposed Commission District Boundary Maps as developed by the
Geospatial Information Office. Seconded by Mr. Raffle. Voting in favor:
Fambrough, Qadir, Raffle, Shirley. Voting against: Till.
3. Comparison of remuneration for various counties’ election superintendents (Staff)
MOTION by Mr. Raffle to ask the director to make a recommendation on
board compensation. Seconded by Ms. Till. Approved unanimously.
H. Announcements
1. December Regular Meeting
Tuesday, December 14, 2021 @ 4:30pm
I. MOTION by Mr. Raffle to adjourn. Seconded by Ms. Till. Approved unanimously.

A. Reading of the Board Member Oath of Office (O.C.G.A. § 21-2-70)
“I do swear (or affirm) that I will as a member of the board of elections duly attend all
ensuing primaries and elections during the continuance thereof, that I will to the best of
my ability prevent any fraud, deceit, or abuse in carrying on the same, that I will make a
true and perfect return of such primaries and elections, and that I will at all times truly,
impartially, and faithfully perform my duties in accordance with Georgia laws to the best of
my judgment and ability.”

1. Law enforcement quick reference guide (Staff) (tabled until March 2022)
2. Poll worker pay: preserving step increases for higher levels of responsibility (Raffle)
(tabled until ACCUG pay study completed)
3. Reviewing Article VI, Section 11 of the Bylaws (Till)
a. Amended to read: “SECTION 11. The Secretary and staff of the Elections
Department, in consultation with the Chairperson, shall be responsible for
developing a tentative agenda for each meeting. Such tentative agenda shall be
provided to Board members three (3) business days before the meeting. If a Board
member wishes to add an item to the tentative agenda, such request must be
made before the agenda is published for the applicable Board meeting; provided,
however, that per the Georgia Open Meetings Act, failure to include on the agenda
an item which becomes necessary to address during the course of a Board
meeting shall not preclude considering and acting upon such item.”
