Minutes - Regular Meeting Athens-Clarke County Board of Elections & Voter Registration January 11, 2022 @ 4:30pm 2555 Lexington Road, Athens, GA 30605 Due to COVID-19 precautions, this meeting was livestreamed and can be viewed at https://www.youtube.com/watch?v=eulYAMiG0q0 Bylaws of the Athens-Clarke County Board of Elections and Voter Registration (bit.ly/accboebylaws) Chair Fambrough called the meeting to order at 4:33pm. In attendance were Willa Fambrough, Chair; Rocky Raffle, Vice Chair; Adam Shirley, Secretary; Ann Till, Member; and Hank Qadir, Member. Others in attendance were Charlotte Sosebee, Elections Supervisor; Lisa McGlaun, Elections Assistant; Pamela Long, Elections Assistant; Aletha Perkins, Administrative Assistant; Audra Taylor, Elections Assistant; Niki Jones, Assistant County Manager; Lisa Pappas, Assistant County Attorney; Joseph D’Angelo, Athens-Clarke County Geospatial Information Office; and Mary Martin, GIS Coordinator, Geospatial Information Office. A. The Board Member Oath of Office was read by Mr. Shirley. (O.C.G.A. § 21-2-70). B. MOTION by Ms. Till to adopt the agenda. Seconded by Mr. Raffle. Approved unanimously. C. MOTION by Mr. Shirley to approve the minutes from the December 14, 2021, regular meeting. Seconded by Ms. Till. 1. MOTION by Mr. Shirley to table until the February 2022 meeting the motion to approve the minutes from the December 14, 2021, regular meeting. Seconded by Mr. Raffle. a. MOTION by Ms. Till to amend the minutes from December 14, 2021, to accurately reflect the attendance. Seconded by Mr. Shirley. Motion withdrawn by Ms. Till. 2. Motion to table approved unanimously. D. Public comment was read from J. Elsner, Athens GA. E. Director Sosebee gave the Director’s Report. MOTION by Mr. Raffle to amend the agenda by adding an item discussing poll worker personnel. Seconded by Mr. Shirley. Approved unanimously. F. Old Business 1. Law enforcement quick reference guide (Staff) (tabled until March 2022) 2. Poll worker pay: preserving step increases for higher levels of responsibility (Raffle) (tabled until ACCUG pay study completed) 3. Operations and personnel budgets (Staff) MOTION by Mr. Raffle to ask the mayor and commission to amend the budget to add funding in the amount of the director’s estimation in order to change poll worker pay to $15 per hour for clerk, $15.50 per hour for assistant manager, and $16  per hour for manager, until such time as pay can be adjusted in response to the ongoing county pay study. Seconded by Mr. Shirley. 5:42 Motion failed 3-2. Voting in favor: Fambrough, Raffle. Voting against: Qadir, Shirley, Till. G. New Business 1. Presentation of New District Maps (Geospatial Information Office) Joseph D’Angelo, Geographic Information Officer, Athens-Clarke County Geospatial Information Office, updated the board on the current status of new district maps. 2. Election of Board Leadership for 2022 a. Rocky Raffle was elected Chairperson 3:2. Ms. Fambrough was nominated by Mr. Shirley. Mr. Raffle was nominated by Ms. Till. Yea to Fambrough: Fambrough, Shirley. Yea to Raffle: Qadir, Raffle, Till. b. Mr. Raffle took over as chair of the meeting. c. Ann Till was elected Vice Chairperson 4-0. Ms. Fambrough was nominated by Ms. Till but declined. Ms. Till was nominated by Ms. Fambrough. Ms. Till abstained. d. Mr. Shirley was elected Secretary 4-0. Mr. Shirley was nominated by Ms. Fambrough. Mr. Shirley abstained. 3. The poll worker personnel agenda item was discussed. 4. The upcoming GAVREO conference was discussed. H. Announcements 1. February Regular Meeting a. Tuesday, February 8, 2022 @ 4:30pm 2. Upcoming voter registration deadlines for upcoming elections a. April 25 is the deadline to register in order to vote in the May 24 election b. April 25 is the deadline to register in order to vote in the June 21 runoff (if necessary) c. May 23 is the deadline to register in order to vote in federal contests in the June 21 runoff (if necessary) I. MOTION by Mr. Shirley to adjourn. Seconded by Ms. Fambrough. Approved unanimously.
