Minutes - Special Called Meeting Athens-Clarke County Board of Elections & Voter Registration February 16, 2022 @ 4:30pm 2555 Lexington Road, Athens, GA 30605 Due to COVID-19 precautions, this meeting was livestreamed and can be viewed at https://www.youtube.com/watch?v=KAPUqOUwtXA Bylaws of the Athens-Clarke County Board of Elections and Voter Registration (bit.ly/accboebylaws) Chair Raffle called the meeting to order at 4:30pm. In attendance were Rocky Raffle, Chair; Ann Till, Vice Chair; Adam Shirley, Secretary; Willa Fambrough, Member; and Hank Qadir, Member. Others in attendance were Charlotte Sosebee, Elections Supervisor; Lisa McGlaun, Elections Assistant; Audra Taylor, Elections Assistant; Aletha Perkins, Administrative Assistant; and Lisa Pappas, Assistant County Attorney. A. The Board Member Oath of Office was read by Mr. Shirley. (O.C.G.A. § 21-2-70). B. MOTION by Ms. Till to adopt the agenda. Seconded by Mr. Qadir. Approved unanimously. C. There was no public comment. D. Special Election: TSPLOST 2023 (Staff) MOTION by Mr. Shirley to accept the resolution of the Mayor and Commission requesting the Transportation Special Purpose Local Option Sales Tax special election to be held in conjunction with our May 24, 2022, general primary, and to call that special election. Seconded by Ms. Fambrough. In favor: Fambrough, Qadir, Shirley. Opposed: Till. Abstaining: Mr. Raffle (served on TSPLOST advisory committee). Motion passes 3-1-1. E. Advance Voting Dates, Times, and Locations for May 24, 2022, Election (Staff) MOTION by Ms. Fambrough to accept the advance voting dates and time as proposed by staff. Seconded by Mr. Shirley. MOTION by Mr. Shirley to amend the motion by removing advance voting on Sunday, May 8. Seconded by Mr. Qadir. Motion withdrawn by Ms. Fambrough. MOTION by Mr. Qadir to remove May 8, 2022, from advance voting as recommended by staff. Seconded by Ms. Till. In favor: Fambrough, Qadir, Shirley, Till. Opposed: Raffle. Motion passes 4-1. MOTION by Ms. Till to change the voting hours on May 15, 2022, to 11am-5pm. Seconded by Ms. Fambrough. Friendly amendment offered by Mr. Shirley to change the hours for satellite locations to 9am until 7pm. Ms. Till accepted. Amended motion by Ms. Till to change the voting hours on Sunday, May 15, 2022, to 11am-5pm and to change the voting hours for the satellite locations on Wednesday, May 18, 2022, to 9am-7pm. Motion approved unanimously as amended. Advance voting locations and times for May 24, 2022, as approved: For the downtown office: Athens-Clarke County Board of Elections and Voter Registration 155 E Washington Street, Athens 30601 Week 1: May 2, 2022 8am to 5pm M-F Saturday Voting: May 7 9am to 5pm Saturday Week 2: May 9, 2022 8am to 5pm M-F Saturday Voting: May 14 9am to 5pm Saturday Sunday Voting: May 15 11am to 5pm Sunday Week 3: May 16, 2022 8am to 5pm M-F Extended Hours: May 18 8am to 7pm Wednesday For these five satellite locations: Miriam Moore Community Center ACC Library 410 McKinley Drive, Athens 30605 2025 Baxter Street, Athens 30606 ACC Cooperative Extension Office ACC Tennis Center 275 Cleveland Road, Bogart 30622 4460 Lexington Road, Athens 30605 Winterville Train Depot 125 North Street, Winterville 30683 Saturday Voting: May 14, 2022 9am to 5pm Saturday Week 3: May 16, 2022 9am to 5pm M-F Extended Hours: May 18, 2022 9am to 7pm Wednesday F. Announcements 1. March Regular Meeting a. Tuesday, March 8, 2022 @ 4:30pm 2. Upcoming voter registration deadlines for upcoming elections a. April 25 is the deadline to register in order to vote in the May 24 election b. April 25 is the deadline to register in order to vote in the June 21 runoff (if necessary) c. May 23 is the deadline to register in order to vote in federal contests in the June 21 runoff (if necessary) G. MOTION by Ms. Fambrough to adjourn. Seconded by Ms. Till. Approved unanimously. Adjourned at 5:36pm.
