REVISED Minutes - Special Called Meeting Athens-Clarke County Board of Elections & Voter Registration September 20, 2022, 4:30pm Athens-Clarke County Library Auditorium 2025 Baxter Street, Athens, GA 30606 Bylaws of the Athens-Clarke County Board of Elections and Voter Registration (bit.ly/accboebylaws) Chair Raffle called the meeting to order at 4:35pm. In attendance were Rocky Raffle, Chair; Ann Till, Vice Chair; Adam Shirley, Secretary; Willa Fambrough, Member; and Hank Qadir, Member. Others in attendance were Charlotte Sosebee, Elections Supervisor; Lisa McGlaun, Elections Assistant; Pamela Long, Elections Assistant; Niki Jones, Assistant County Manager; Judd Drake, County Attorney; Lisa Pappas, Assistant County Attorney; and 38 members of the public. A. MOTION by Ms. Fambrough to amend the agenda by changing item C to “Call for and vote on District 2 special election due to vacancy.” Seconded by Mr. Shirley. Approved unanimously. MOTION by Mr. Qadir to approve the amended agenda. Seconded by Ms. Fambrough. Approved unanimously. B. Public Comment was heard from Charlie Upchurch, John Elliott, Gordon Rhoden, Steve Everett, Linda Krotki, Maria Zuniga, Pat Bates, Rachel Hudson, Joan Rhoden, Alvin Sheats, Susan Monteverde, Cshanyse Allen, John Marsh, and Mary P. Bagby. C. Call for and vote on District 2 special election due to vacancy MOTION by Mr. Qadir to adopt the resolution titled “Call of Special Election to Be Held on March 21, 2023, and Call of Qualifying for the Purpose of Filling a Vacancy in the Seat of Commissioner for District 2. Seconded by Mr. Shirley. Motion passes 3-2. In favor: Qadir, Raffle, Shirley. Opposed: Fambrough, Till. D. Announcements 1. October Regular Meeting Tuesday, October 11, at 4:30pm 2. Upcoming deadlines for 2022 elections a. September 20: earliest day to mail out UOCAVA ballots b. October 11 ● earliest day we can mail regular absentee ballots (October 10 is holiday) ● last day to register to vote in time to vote in the November general election c. October 17: advance voting begins for November general election d. October 28: last day to submit absentee ballot application for November election e. November 8: Election Day: last day to vote in person in the November general election E. MOTION by Mr. Shirley to adjourn. Seconded by Mr. Qadir. Approved unanimously. Adjourned at 6:01pm.
