Minutes - Regular Meeting Athens-Clarke County Board of Elections & Voter Registration January 10, 2023, 4:30pm 120 W Dougherty Street, Athens, GA 30601 Bylaws of the Athens-Clarke County Board of Elections and Voter Registration (bit.ly/accboebylaws) Chair Raffle called the meeting to order at 4:32pm. In attendance were Rocky Raffle, Chair; Ann Till, Vice Chair; Adam Shirley, Secretary; Willa Fambrough, Member; and Hank Qadir, Member. Others in attendance were Lisa McGlaun, Elections Assistant; Audra Taylor, Elections Assistant; Pamela Long, Elections Assistant; Niki Jones, Assistant County Manager; and Sherrie Hines, County Attorney. A. MOTION by Mr. Qadir to adopt the agenda. Seconded by Ms. Till. Approved unanimously. B. Approval of minutes MOTION by Mr. Shirley to approve the minutes from the September 20, 2022, special called meeting, amended to correct a misspelled name. Seconded by Mr. Qadir. Motion carries 3-2. Voting for: Qadir, Raffle, Shirley. Voting against: Fambrough, Till. MOTION by Ms. Till to approve the minutes from the December 6, 2022, noon special called meeting. Seconded by Mr. Qadir. Approved unanimously. MOTION by Ms. Till to approve the minutes from the December 13, 2022, regular meeting. Seconded by Mr. Qadir. Approved unanimously. C. Public Comment was heard from Jacqueline Elsner and Greg Davis. D. Pam Long, Lisa McGlaun, Aletha Perkins, and Audra Taylor presented the Director’s Report. E. Old Business 1. Setting regular meeting time and location (5min - Staff) MOTION by Ms. Till to approve the Board of Election Monthly Meeting Calendar for 2023 as presented by staff, with the exception of the February date being changed to the 21st. Seconded by Mr. Qadir. Approved unanimously. 2. Continuing discussion about changes to voter precincts for 2024 elections (10min - Shirley) MOTION by Mr. Shirley to table this item until February. Seconded by Ms. Till. Approved unanimously. 3. Advance voting for the March special election (10min - Staff) MOTION by Mr. Qadir to approve the advance voting proposal presented in the Board of Elections Director’s Update. Seconded by Ms. Till. Approved unanimously. 4. Status of letter to CCSD school board and superintendent about improving communications between our office and theirs regarding election logistics (5min - Raffle) F. New Business  1. Election of board leadership for 2023 Rocky Raffle was elected Chairperson 5-0. Mr. Qadir nominated Mr. Raffle for Chairperson. Ann Till was elected Vice Chairperson 5-0. Mr. Raffle nominated Ms. Fambrough. Ms. Fambrough declined nomination. Mr. Raffle nominated Mr. Qadir. Mr. Qadir declined nomination. Mr. Raffle nominated Ms. Till. Adam Shirley was elected Secretary 5-0. Mr. Qadir nominated Mr. Shirley. G. Announcements 1. February regular meeting: February 21, 2023, 4:30pm, 120 W Doughety 2. Upcoming deadlines for 2023 special election (County Commission District 2) a. February 27: earliest day we can mail regular absentee ballots for March 2023 special election b. February 27: advance voting begins for March 2023 special election c. March 10: last day to submit absentee ballot application for March 2023 special election d. March 21: Election Day: last day to vote in person in the March 2023 special election H. MOTION by Ms. Fambrough to adjourn. Seconded by Ms. Till. Approved unanimously. Adjourned at 5:46pm.
