Chair Raffle called the meeting to order at 4:32pm.
In attendance were Rocky Raffle, Chair; Ann Till, Vice Chair; Adam Shirley, Secretary; Willa Fambrough;
and Hank Qadir, Member.
Others in attendance were Charlotte Sosebee, Elections Supervisor; Pamela Long, Elections Assistant;
Audra Taylor, Elections Assistant; Aletha Perkins, Administrative Assistant; Nathan Orck, Election Clerk;
Niki Jones, Assistant County Manager; and Sherrie Hines, Assistant County Attorney.
Also in attendance was one member of the public.
A. MOTION by Mr. Shirley to adopt the agenda. Seconded by Ms. Till. Approved unanimously.
B. MOTION by Ms. Fambrough to approve the minutes from the July 11 regular meeting, July 18
4:30pm special meeting, July 18 5:00pm special meeting, and the July 19 regular meeting.
Seconded by Ms. Till. Approved unanimously.
C. Public Comment was heard from Broderick Flanigan.
D. Director Sosebee, Nathan Orck, and Audra Taylor presented the Director’s Report.

1. Drafting a written agreement for non-governmental entities where voting is conducted
