Bylaws of the Athens-Clarke County Board of Elections and Voter Registration (bit.ly/accboebylaws)
Chair Raffle called the meeting to order at 4:35pm.
In attendance were Rocky Raffle, Chair; Ann Till, Vice Chair; Adam Shirley, Secretary; Willa Fambrough;
and Hank Qadir, Member.
Others in attendance were Charlotte Sosebee, Elections Supervisor; Pamela Long, Elections Assistant;
Audra Taylor, Elections Assistant; Lisa McGlaun, Elections Assistant; Aletha Perkins, Administrative
Assistant; Nathan Orck, Elections Clerk; Niki Jones, Assistant County Manager; and Sherrie Hines,
Assistant County Attorney.
A. MOTION by Ms. Till to adopt the agenda. Seconded by Ms. Fambrough. Approved unanimously.
B. MOTION by Ms. Fambrough to approve the minutes from the October 10 regular meeting and
the November 7 special meeting. Seconded by Mr. Shirley. Approved unanimously.
C. There was no public comment.
D. Director’s Report
E. Old Business
1. Update on RFP for Spanish language translation (10min - Shirley)
MOTION by Mr. Qadir to authorize Director Sosebee to select a vendor for this contract
and to move forward with contractual documents necessary to procure the services.
Seconded by Ms. Till. Approved unanimously.
2. Emergency Operations Center for Elections in 2024 (10min - Raffle)
MOTION by Mr. Shirley to table Item 2 until January. Seconded by Mr. Raffle. Approved
unanimously.
F. New Business
1. Proposal to include Spanish translation funding in FY25 budget request (10min - Shirley)
MOTION by Mr. Shirley to amend the agenda by adding Item 2: 2024 Meeting Dates. Seconded by
Ms. Till. Approved unanimously.
2. 2024 Meeting Dates (10min - Staff)
MOTION by Mr. Shirley to approve these dates for these 2024 regular meetings at 120 W.
Dougherty Street: January 9, February 13, March 12, April 9, May 14, June 11, July 9,
August 13, September 10, October 8, November 12, December 10. Seconded by Ms. Till.
Approved unanimously.
G. Announcements
1. Tuesday, December 5, 4:30pm: regular meeting at 120 W. Dougherty Street
2. Tuesday, January 9, 4:30pm: regular meeting, location 120 W. Dougherty Street
H. MOTION by Mr. Shirley to adjourn. Seconded by Ms. Till. Approved unanimously.

person wishing to provide public comment shall have three minutes to address the Board.
