Minutes - Regular Meeting Athens-Clarke County Board of Elections & Voter Registration December 5, 2023, 4:30pm 120 W Dougherty Street, Athens, GA 30601 Bylaws of the Athens-Clarke County Board of Elections and Voter Registration (bit.ly/accboebylaws) Chair Raffle called the meeting to order at 4:36pm. In attendance were Rocky Raffle, Chair; Ann Till, Vice Chair; Adam Shirley, Secretary; Willa Fambrough; and Hank Qadir, Member. Others in attendance were Charlotte Sosebee, Elections Supervisor; Pamela Long, Elections Assistant; Audra Taylor, Elections Assistant; Lisa McGlaun, Elections Assistant; Aletha Perkins, Administrative Assistant; Niki Jones, Assistant County Manager; and Sherrie Hines, Assistant County Attorney. A. MOTION by Ms. Till to adopt the agenda. Seconded by Ms. Fambrough. Approved unanimously. B. MOTION by Mr. Qadir to approve the minutes from the November 13 special meeting and the November 14 regular meeting. Seconded by Mr. Shirley. Approved unanimously. C. There was no public comment. D. The Director’s Report was shared by Director Sosebee, E. Old Business 1. Emergency Operations Center for Elections in 2024 (10min - Raffle) 2. Proceeding with Spanish language translation for spring 2024 elections (10min - Staff) MOTION by Mr. Shirley to approve staff’s recommendation to award Ad Astra as the recommended vendor for Spanish translation services. Seconded by Ms. Fambrough. Approved unanimously. 3. Spanish translation funding in FY25 budget request (10min - Shirley) MOTION by Mr. Shirley to ask staff to include in the FY25 budget a New Initiative in the amount of $45,000 for Spanish translation. Seconded by Ms. Fambrough. Approved unanimously. F. New Business MOTION by Ms. Fambrough to amend the agenda to include under New Business “Call of Special Election for City of Winterville.” Seconded by Ms. Till. Approved unanimously. 1. Call of Special Election for City of Winterville (Staff) MOTION by Mr. Shirley to adopt the resolution titled “Call of Special Election for the Purpose of Submitting a Question to the Voters of the City of Winterville (Sunday Sales of Distilled Spirits or Alcoholic Beverages for Beverage Purposes by the Drink.)” Seconded by Ms. Till. Approved unanimously. G. Announcements 1. Tuesday, January 9, 4:30pm: regular meeting, 120 W. Dougherty Street H. MOTION by Ms. Fambrough to adjourn. Seconded by Mr. Shirley. Approved unanimously.
