In attendance were Rocky Raffle, Chair; Willa Fambrough, Vice Chair; Adam Shirley, Secretary; Ann Till, Member; and Hunaid Qadir, Member. Others in attendance were Charlotte Sosebee, Elections Director; Aletha Perkins, Administrative Assistant; Pamela Long, Elections Assistant; Audra Taylor, Elections Assistant; Lisa McGlaun, Elections Assistant; Sherrie Hines, Assistant County Attorney; Andrew Saunders, Interim County Manager; and Courtney Davis, Assistant County Attorney. Also present were 17 members of the public. A. MOTION by Ms. Fambrough to adopt the agenda. Seconded by Mr. Shirley. Approved unanimously. B. MOTION by Mr. Shirley to approve the minutes from the July 9 regular meeting and July 15 special meeting, amended to reflect having called to order at 12:30pm and 4:50pm, respectively. Seconded by Ms. Till. Approved unanimously. C. Public Comment was heard from Joan Rhoden, Earl Damato, Jacob Hays, Michael McLendon, Jacqueline Elsner, John Kirkly, and Dorothy Kirkly. D. The Director’s Report was presented by Director Sosebee, Ms. Long, Ms. McGlaun, Ms. Taylor, MOTION by Mr. Shirley to amend agenda by adding Item 2 under Old Business, “Change in polling location for 7A from Unitarian Universalist Fellowship of Athens to Timothy Baptist Church.” Seconded by Ms. Till. Approved unanimously. E. Old Business 1. Discussion about possible changes to voter challenge procedure 2. Change in polling location for 7A from Unitarian Universalist Fellowship of Athens to Timothy Baptist Church MOTION by Mr. Shirley to change the polling location for 7A to Timothy Baptist Church effective September 14, 2024. Seconded by Ms. Till. Approved unanimously. F. New Business 1. Advance voting times, dates, locations for November general election 2. Discussion about using another advance voting location instead of the elections office 3. Discussion about policy surrounding online voter registration cancellation requests G. Announcements 1. August 19: First day to request absentee ballot for November election 2. Tuesday, August 20, 2555 Lexington Road: Special called meeting 3. Tuesday, September 17 120 W. Dougherty Street, 4:30pm: September regular meeting Earliest date for UOCAVA voters to receive their ballots  4. Monday, October 7: Last day to register to vote or update registration in time to be able to vote in November general election First day absentee ballots will be mailed out for the November general election H.
