Next steps - Interview candidates Adjourn: ◆ CTC Trees for Tomorrow Workgroup check in (11/16/2020, 12:50 – 1:00PM) Attendance: ● Further discussion of the planting plans this winter along the Firefly Trail. - All parties are in agreement to move forward with the planting of 6- 8 crepe myrtles Along the Firefly trail along little oak street (make sure to set back away from the intersection 35 feet to be in compliance with the Tree Ordinance spacing requirements) Adjourn: ◆ Promotions Committee Meeting Agenda (11/16/2020, 1:00 – 2:00 PM): Attendance:  Appears to have been no meeting Adjourn: ◆ CTC Policy Committee Meeting Agenda (11/16/2020, 2:00 – 3:00 PM): Attendance: Lea, Joe Bates, Shawn, Rodney  Discuss budget request:  Two Options: o Independent Agency Funding (Part of Mayor’s discretionary prerogative); Mayor invites an organization to receive a budget and are invited by the Mayor to present a budget proposal to the Mayor and Commission. o New Initiative Request to Central Services: Communications with Chris Caldwell at Finance indicate that the Finance Office’s position is that a CTC budget request needs to go to Central Services. This proposal would need to show how the new funds would be used by the CTC and would become part of the ACC annual fiscal process o If approved, it would be a part of the Central Services Operating budget (use it or loose it). - Would need to be kept in a separate account - Will be subject to all ACC fiscal policies  - Would be administered through the Forester’s budget, which is subject to Landscape Management Oversight - Could be subject to being cut during retraction years o Suggestion is to make the ask, they may say “no” but might award a budget if asked on a consistent basis  ACC Tree Maintenance and Planting Pool  Would be connected to variance process as a relative expensive option that may encourage developers to just rethink the project and follow the tree ordinance stipulations (connected to the Council of Tree and Landscapers Appraisers valuation method), with the goal of creating incentives to conserve trees and soil with secondary  Goal of providing funding for tree maintenance, tree planting, and soil conservation (could include tree root chamber projects). - Caution urged in trying to create a nursery or gravel bed system to try to grow replacement trees o -Stock production is only 1/3 cost of planting and establishing trees o -Could be difficult to scale up - May be helpful to consider in context of a Sustainable Spaces Tree Ordinance o This is because this approach has a better chance of providing the conditions necessary to cultivate the large fully mature trees that provide the most benefits o One observation by Marc is that currently, the Tree Ordinance provides more incentives to plant individual trees than to preserve forested areas (this is connected with the Sustainable Spaces Ordinance concept). Preserve soils and trees will automatically volunteer and grow and thrive when deliberately planted - Explore possibility of the development of a maintenance, planting, and soil preservation fund concept as recipient of Planning Commission fee -CTC Athens Clarke County Library Archivist (not discussed) Adjourn: ◆ Education committee – 11.16.2020 Attendance: Lea Clark, Stacee Farrell, Edith Jackson, marc beechuk 1) Marc leaving, new chair? - Education committee will work as group to complete agendas, notes and tasks 2) Word on Professional Development (Lea) – any new info? - In-person is on back burner for now until safe procedures can be implemented. Potential to put some professional development on CTC education webpage 3) Online materials (Edith) – how do we pare down the list to items we would like to share? - Looking to get these on website. Needs to be primary task in conjunction with website Development 4) School Items (Stacee & marc) – Any chance of having programming for spring? - Marc to return education bin to Stacy Smith. - School art contest (poetry, photography and art) for the spring, need to get info to Stacy Smith by end of November in order to inform teachers in the December issue of the Acorn. Consider prizes (saplings, tree planting at winner’s school, other swag, plaque).
