1 Community Tree Council (CTC) Meeting Minutes Meeting Date: May 10th, 2021 Location: ACC Cisco Webex online meeting, You Tube Streaming Link: https://youtu.be/wKE4Pr7C6kM In Attendance - Members: Rodney Walters, Holly Campbell, Patrick Perry, Edith Jackson, Lea Clark, Pam Knox, Shawn Doonan, Mary Songster, Jessie McClellan, Joe Perloff, Phil Hale, Victoria Goff, Ernie Cox, Mary Attaway (A Quorum Was Present) Staff, Guests, and Ex-Officio Members: Aaron Hall (ACC Planning Arborist), Russell Edwards (ACC Commissioner), Stacee Farrell (KACCB Executive Director) Absent: Phil Hale, Joseph Bates, Call to Order, Introductions, and Welcome: Joe Perloff 4:00 - 4:05 ● Welcome everyone Housekeeping (Secretary) Rodney Walters 4:10 - 4:15 ● Roll Call Sign in (3 minutes): Attending members and guests were listed on the attendance list ● Action Item: Vote to approve April 2021 CTC meeting minutes and the April 2021 CTC Committee Meeting Minutes: o A motion was made and seconded and approved by unanimous vote to approve the April, 2021 CTC meeting minutes and Committees Meeting minutes. Treasurer’s Report (Information – 5 minutes) Pam Knox 4:10 – 4:15 ● The May 2021 treasurer’s report was submitted and is attached at the end of this document. CTC Business (Executive and Steering Committees, Work Groups Joe Perloff 4:15 – 5:00 ● CTC Executive Committee o Mary Attaway announced she would like to withdraw her position of President Elect. Action Item: After a discussion a motion was made to accept Mary Attaway’s withdrawal of the President Elect position and to accept Jessie McClellan as the new CTC president elect. The motion passes with a majority vote with Jessie McClellan abstaining from the vote. ● CTC Steering Committee (Executive Committee plus Committee Chairs): 4:35 – 4:40 {Joe (chair), Mary (president elect), Pam, Rodney, Mary Attaway, Mary Songster, Edith Jackson}  Educational Short an/or Forester’s Corner: o Holly prepared a 15 minute Tree ID presentation at the next CTC meeting (presentation was tabled)  Moon Tree Signage – CTC offers to install the Moon Tree Sign o The moon tree was dedicated at 10:AM on Friday, May 7th.  Earnie Cox, who attended the dedication, reported that it was a terrific ceremony with 20-25 people in attendance and stated “It was a very nice event and the plaque was very nice”. o A question was discussed: What is the CTC’s Vision (Elevator Pitch)? 2  Discussion and action item: about when and how to return to in person meetings: o County will likely return to normal after late July. o The large room is available at the Planning office, which would allow social distancing. o It would be good to create hybrid meetings with the online option for anyone who is uncomfortable returning to in person meetings (some members have concern about public space, who used the room before, etc.) o Sound does not work well in the hybrid meetings unless there is a good microphone. *A motion was made and passes by unanimous vote to resume in person Community Tree Council meetings in August, 2021 and maintain the online capabilities for members who may be uncomfortable attending in person meetings.  New Member Interview Work Group: 4:40 - 4:45 {Shawn (Leader), Pam, Edith, Rodney, Mary Attaway} o All the members whose terms are expiring on December 31st, 2021 has committed to renewing their memberships for another 3 years, except Joseph Bates, who has recently resigned his position. o *After a brief discussion, a motion was made and passed by unanimous vote to fill Joseph Bates’ position.  CTC Trees for Tomorrow Work Group: 4:45 - 4:50 {Phil (Leader), Mary Attaway, Joe P., Rodney, Pam, Shawn} o No discussion  Grants Work Group and Fundraising: 4:50 - 5:00 {Mary Attaway, Stacee, and Edith} o Some potential grants were discussed: - Snyvous - GDOT (road side and beautification) - The recent visit to the south side of town on Timothy Road was discussed as a possible planting site that may meet GDOT grant criteria.  Landmark and Champion Tree Work Group: 5:00 – 5:05 {Shawn (leader), Edith, Joe P., Lea, Phil, Jessie, Patrick, Mary Songster, Rodney} o A work group meeting is being planned.  Larry Morris memorial Planting Work Group: 5:05 - 5:10 {Shawn (Leader), Jessie, Joe P, Lea, Phil, Patrick} o Action Item: Vote to apply for the Adopt Athens Designation for the planting location ● CTC Committee Reports (Information and Discussion): Joe Perloff 5:05 - 5:25  Promotions Committee {Mary Attaway (Chair), Joe Perloff, Phil Hale, Jessie, Tori} o No discussion occurred  CTC Policy Committee: {Mary Songster (Chair), Lea Clark, Rodney Walters, Aaron Hall} o Update on policy language – Planning language is being drafted o Update on Budget money vs. grant/donation o Adopt a Tree Program? – Mary stated that and Adopt Athens agreement, such as the one with the Larry Morris tree planting would be a better approach.  Education committee: { Edith Jackson (Chair), Stacee Farrell, Lea Clark, Shawn Doonan, Seth Hawkins} o Fall Event- TREE ID ON THE GREENWAY 1. update - The Tree ID on the Greenway event will take place on October 30th - Registrants will need liability release forms 2. request CTC member input on registration “donations” - Pam and Jessie are working on getting Pay Pal to work 3 Parking Lot Items: 5:25 - 5:29 o Holly’s Presentation was tabled Meeting Wrap up – (1 minute) Presiding Chair 5:29 - 5:30 * A motion was made, seconded, and approved by unanimous vote to adjourn the meeting Athens Community Tree Council Treasurer’s Report: May 10, 2021 submitted by Pam Knox Money Market Account Beginning Balance as of 4/13/2021 $10,026.31 Interest 4/30/2021 0.17 Ending balance as of 5/10/2021 $10,026.48 Checking Account Starting balance 4/13/2021 $1,196.11 Check 1264 -80.00 Green Life Awards Ending balance 5/10/2021 $1,116.11 PayPal Account AccTrees@athenstreecouncil.org Beginning balance 4/13/2021 $1,455.25 Ending balance 5/10/2021 $1,455.25
