DRAFT MINUTES UNIFIED GOVERNMENT OF ATHENS-CLARKE COUNTY DEFERRED COMPENSATION BOARD INAUGURAL MEETING Wednesday, November 6, 2019, 3:30 PM The Athens-Clarke County Deferred Compensation Board held a special called meeting on Wednesday, November 6, 2019 in the Training Room of the Satula Avenue Government Building. The following were in attendance: ACCGov Pension Board Ordinance - Section 1-14-15 Members: 1. Tim Denson, Commissioner and Deferred Compensation Board Chair 2. Blaine Williams, Manager 3. David Boyd, Finance Director 4. Jeff Hale, Human Resources Director 5. John Spagna, Employee Representative 6. Richard Steed, Employee Representative 7. Community Representative, not yet appointed Ex Officio members: John Hawkins, Chief Assistant Attorney Laura Welch, Assistant Human Resources Director Traci Mason, Benefits & Wellness Administrator Other ACCGOV Professionals: Josh Edwards, ACCGov Assistant Manager The meeting was called to order at 3:39 p.m. 1. Welcome and Introductions Commissioner Denson welcomed the group and invited all of the members and staff present to introduce themselves. 2. Regular Meeting Schedule Jeff Hale made a motion for the regular meeting schedule of the Deferred Compensation Board to be the third Wednesday of the second month of the quarter at 3:30 p.m. in the Satula Avenue Government Building Training Room. David Boyd seconded the motion, which passed unanimously. David Boyd made a motion to perform the required annual review of the provider (currently Valic) at the February meeting. John Spagna seconded the motion, which passed unanimously. 3. Review and Adopt By-Laws The board reviewed and discussed the Deferred Compensation ordinance and by-laws and decided by consensus that Attorney John Hawkins will make revisions to the by-laws and present them at the next meeting for adoption by the board. David Boyd distributed copies of the Valic Annual Meeting Report and led the board in a discussion of providers and issues that they board might want to address at future meetings. b. John Hawkins distributed one copy of a contract amendment from provider Nationwide that changes the percentage offered as part of the fixed annuity option. The board agreed by consensus that it needed to review the original contract, which was not available for review at the meeting, in order to determine whether to approve or deny the amendment. Blaine Williams moved to adjourn the meeting, seconded by David Boyd.
