ATHENS-CLARKE COUNTY HISTORIC PRESERVATION COMMISSION MEETING MINUTES November 18, 2020 The Athens-Clarke County Historic Preservation Commission met and considered the following items at a public meeting on Wednesday, November 18th, at 5:30 p.m. The meeting, hosted via WebEx, was held at 120 W. Dougherty Street, Athens, Georgia. MEMBERS PRESENT: Jeff Bishop, Bobbie Epting, Worth VanLinden, Ellen Walker, Thomas White, Missy Brandt Wilson (voice poll) MEMBERS ABSENT: Heather Fletcher STAFF PRESENT: Sandy Beasley, Amber Eskew, Bruce Lonnee (host), Michael Petty CALL TO ORDER: 1. Determination of Quorum: Quorum present 2. Introduction of staff reports and all other documents submitted to the Historic Preservation Commission at this meeting into the official record: Motion to receive all documents into the official record passed unanimously (rollcall vote.) 3. Adoption of the minutes:  Adoption of the minutes of the October 19th Special Called meeting: Motion to adopt the minutes as written. The motion passed unanimously (rollcall vote.)  Adoption of the minutes of the October 21st, 2020 meeting: Motion to adopt the minutes as written. The motion passed unanimously (rollcall vote.) 4. Ex-Parte Communications: None OLD BUSINESS: 1. 210 Hall Street COA-2020-07-2027 Petitioner: Anthony Kennedy Request: Demolition and Reconstruction with Addition Information: 171C3 A012, Bloomfield, RS-8 Ms. Eskew presented the staff report with a recommendation to deny the application. This request was first heard and tabled at the August, 2020 meeting. Agent / Owner: Anthony Kennedy In Favor: none Opposed: none Motion: Ms. Walker moved to deny the application. Ms. Epting seconded and the motion carried unanimously (rollcall vote.) Mr. Bishop authorized Ms. Eskew to sign the denial form. 1 2. 436 Milledge Circle COA-2020-07-1928 Petitioner: James and Georgia Calhoun for Marybeth Childers Request: Modifications to Materials and Replace Rear Addition Information: 124B4 E010, Milledge Circle, RS-15 Ms. Eskew presented the staff report with a recommendation to approve the application with conditions. This request was heard and tabled at the August, 2020 meeting. Agent / Owner: James Calhoun, Georgia Calhoun In Favor: none Opposed: none Motion: Mr. VanWorth moved to approve the application with the conditions recommended in the staff report. Ms. Epting seconded. The motion was approved unanimously (rollcall vote.) NEW BUSINESS: 1. 219 West Cloverhurst Avenue COA-2020-10-3005 Petitioner: Jeff Squier / JOMA Construction for Mark Jordan and Lori Lucas Request: Addition to Accessory Structure Information: 173A1 D001, Bloomfield, RS-8 Ms. Eskew presented the staff report with a recommendation to approve the application as submitted. Agent / Owner: Jeff Squier In Favor: e-mail support from neighbors Paul Matthews and Michele Matthews Opposed: none Motion: Mr. White moved to approve the application as submitted. Mr. VanWorth and Ms. Wilson seconded in unison and the motion passed unanimously (rollcall vote.) CONCEPTUAL PRELIMINARY DESIGN REVIEW: none OTHER BUSINESS: 1. Designation Committee Report  Proposed Western Downtown Athens Historic District Designation and Associated Design Guidelines: The committee discussed the Mayor and Commission’s decision regarding approval of Commission Defined Option 1. The boundaries recommended by the HPC were reduced by removing several properties. Many of these removed 2 properties, however, are included in the National Register District. The Official Zoning Map and the Design Guidelines of Athens-Clarke County will be updated to include the new district.  Discussions included the designation process, public input process, and the demolition review process. These discussions could lead to opportunities for better communication in the review process and in interaction with the Mayor and Commission. 2. Education Committee Report The Committee continued to work on the 2020 annual report. Reference to the recent Western Downtown Designation will be included. 3. Miscellaneous Announcements Mr. Bishop has been requested to participate in a radio interview on behalf of the HPC. He asked the HPC for specific ideas to discuss on the show. With no other business, the meeting adjourned at 6:22 p.m. 3
