ATHENS-CLARKE COUNTY HISTORIC PRESERVATION COMMISSION MEETING MINUTES June 16, 2021 The Athens-Clarke County Historic Preservation Commission met and considered the following items at a public meeting on Wednesday, June 16th, at 5:30 p.m. The meeting, hosted via WebEx, was held at 120 W. Dougherty Street, Athens, Georgia. MEMBERS PRESENT: Jeff Bishop, Heather Fletcher, Worth Van Linden, Ellen Walker, Thomas White, Missy Wilson MEMBERS ABSENT: Bobbie Epting STAFF PRESENT: Sandy Beasley, Amber Eskew, Bruce Lonnee (host), Sherrie Hines (ACC Attorney’s Office), Austin Jackson (ACC Attorney’s Office) CALL TO ORDER: 1. Determination of Quorum: Quorum present 2. Introduction of staff reports and all other documents submitted to the Historic Preservation Commission at this meeting into the official record: Motion to receive all documents into the official record passed unanimously (rollcall vote.) 3. Adoption of the minutes: Motion to adopt the minutes of the May 19, 2021 meeting passed unanimously (rollcall vote.) 4. Ex-Parte Communications: none OLD BUSINESS: 1. 120 Cloverhurst Place COA-2021-05-1460 Petitioner: Lane Seabolt for Chan Glazman & Leila Bjorkland-Glazman Request: Roofline and Window Modifications Information: 173A1 B001, Bloomfield, RS-8 Ms. Eskew presented the staff report with a recommendation to approve the application with conditions. Agent / Owner: Lane Seabolt In Favor: none Opposed: none Motion: Mr. Van Linden moved to approve the application with the two conditions staff recommended (any low-e finish to the windows be clear with no difference in glass clarity for upper level and main windows and additional documentation of the condition of each of the 1 three front gable windows be provided to staff in order to be included in the approval.) Mr. White seconded and the motion carried unanimously (rollcall vote.) 2. 285 Milledge Circle COA-2021-05-1495 Petitioner: Joseph Smith / Arcollab for Eric Gordon & Jill Wright Request: Demolition and New Construction Information: 173A3 E012A, Milledge Circle, RS-15 Ms. Eskew presented the staff report with a recommendation to approve the application with conditions. A submittal for a different main structure and accessory structure was approved in August 2019 but has expired. Agent / Owner: Joseph Smith In Favor: none Opposed: Scott Reid Motion: Ms. Fletcher moved to approve the application with the clarification that the windows aluminum claddings have a satin finish and that the overhead door for the garage be steel with a painted finish. Mr. Van Linden seconded. Ms. Eskew requested clarification regarding the steel door. Ms. Fletcher amended her motion to state that the garage door will be steel with PVC paneling and a painted finish. Ms. Wilson requested clarification of the roofing material. The motion carried 6 – 1 (Wilson opposed) via rollcall vote. 3. 397 S. Milledge Avenue COA-2021-05-1392 Petitioner: David Matheny / AMT for Gamma Phi Beta Sorority, Inc. Request: Modify Openings Information: 171C1 D009, Milledge Avenue, C-O [MAC] Ms. Eskew presented the staff report with a recommendation to approve the application as submitted. This item was scheduled to come before the Commission in March, 2020. Due to the COVID pandemic the meeting was not held; therefore, the application was approved de facto 45 days after filing. The project was never started so the approval expired. Mr. Van Linden recused himself from this item. Agent / Owner: David Matheny In Favor: none Opposed: none Motion: Ms. Walker moved to approve the application as submitted. Ms. Wilson seconded and the motion carried unanimously (rollcall vote.) 2 NEW BUSINESS: 1. 100 Cloverhurst Terrace COA-2021-05-1473 Petitioner: David Matheny / AMT for Trent Farr Request: Side Addition Information: 173A1 C012, Bloomfield, RS-8 Ms. Eskew presented the staff report with a recommendation to approve the application with conditions. Agent / Owner: David Matheny In Favor: none Opposed: none Motion: Mr. Van Linden moved to approve the application with the condition that the steps at the new rear addition be concrete. Ms. Walker seconded and the motion carried unanimously via rollcall vote. 2. 237 Hiawassee Avenue COA-2021-05-1474 Petitioner: David Matheny / AMT for Lisa Milot Request: Deck Railing Information: 114D1 I005, Boulevard, RS-8 Ms. Eskew presented the staff report with a recommendation to deny the application. Agent / Owner: David Matheny In Favor: none Opposed: none Motion: Ms. Fletcher moved to approve the application as submitted. Mr. Van Linden seconded. The motion tied – for: Bishop, Fletcher, Van Linden; opposed: Walker, White, Wilson (rollcall vote. Ms. Hines stated that in the event of a tie, the motion does not pass and another motion can be made. Mr. White then moved to deny the application. Ms. Wilson seconded. The motion tied - for: Walker, White, Wilson; opposed: Bishop, Fletcher, Van Linden (rollcall vote.) With the stalemate, the application will be considered passed de facto after 45 days from the date of submittal. 3. 125 Henderson Avenue COA-2021-05-1481 Petitioner: Todd Guenzi Enterprises, Inc. for Rich Clay / Bulldog Flip Flop House, LLC Request: Rear Demolition and Major Addition Information: 171C1 E001, Henderson, RS-8 3 Ms. Eskew presented the staff report with a recommendation to deny the application. Agent / Owner: Todd Guenzi In Favor: David Ellison Opposed: Gabe Comstock; Diana Jackson, Jennifer Comstock; Rhett Jackson; Mr. Bishop noted for the record that emails (for and opposed) regarding this request were received and forwarded to the Commission members. Motion: Ms. Fletcher moved to deny the application. Mr. Van Linden seconded and application was denied. The motion passed unanimously (rollcall vote.) Mr. Bishop authorized Ms. Eskew to sign the denial notice. 4. 184 College Avenue COA-2021-05-1517 Petitioner: Leslie Zinn / Arden’s Garden for Rusty Heery Request: Façade Modification Information: 171B5 D008, Downtown, C-D Ms. Eskew presented the staff report with a recommendation to approve the awning only. Agent / Owner: Leslie Zinn In Favor: none Opposed: none Motion: Ms. Wilson moved to approve the application with the condition that boarded openings with painted signage potentially extending within this area be retained. Mr. Van Linden seconded and motion was approved unanimously (rollcall vote.) CONCEPTUAL PRELIMINARY DESIGN REVIEW: 1. 306 W. Rutherford Street COA-2021-06-1715 Petitioner: Breckyn Alexander for Classic Cherokee Partners, LLC Request: Addition and Modifications Information: 173A1 D009, Bloomfield, C-O This application was withdrawn by applicant prior to the hearing. 4 OTHER BUSINESS: 1. Nomination and Election of Officers Ms. Walker nominated Mr. Bishop to serve another term as Chair and Ms. Fletcher serve another term as Vice-Chair beginning with the July meeting. Mr. White seconded and the motion was approved unanimously (rollcall vote.) 2. Designation Committee Report The Designation Committee did not meet in July. Mr. Lonnee did update the Commission on a memo regarding the demolition review process and changes discussed. There are procedural items that need to be worded differently but would not change the substance of the work already done. This will go back to the Committee in July for review. The recommendation will then be forwarded to the Manager’s Office to convey to the Mayor. Mayor Girtz will determine whether to present it to the Mayor and Commission as a whole or to assign it to a Committee. 3. Education Committee Report The Committee will meet on June 21st to continue the strategic plan discussion. Mr. Lonnee also discussed the outcome and next steps of the Mayor and Commission budget hearing regarding Historic Athens funding proposal for their study. 4. Miscellaneous Announcements: Joanna Beckman introduced herself as a new member of the Commission. Her term begins with the July meeting. With no other business, the meeting adjourned at 8:37 p.m. 5
