ATHENS-CLARKE COUNTY HISTORIC PRESERVATION COMMISSION MEETING MINUTES July 20, 2022 The Athens-Clarke County Historic Preservation Commission met and considered the following items at a public meeting on Wednesday, July 20, 2022 at 5:30 p.m. The meeting was held at 120 W. Dougherty Street, Athens, Georgia. MEMBERS PRESENT: Joanna Beckman, Bobbie Epting, Lindsey Roper, Worth VanLinden (Acting Chair,) Ellen Walker, Thomas White MEMBERS ABSENT: Heather Fletcher STAFF PRESENT: Sandy Beasley, Austin Jackson (ACC Attorney’s Office), Bruce Lonnee CALL TO ORDER: 1. Determination of Quorum: Quorum present 2. Introduction of staff reports and all other documents submitted to the Historic Preservation Commission at this meeting into the official record: Motion to receive all documents into the official record passed unanimously. 3. Adoption of the minutes of the June 15, 2022 agenda review: Motion to adopt the minutes of the June 15, 2022 agenda review meeting passed unanimously. 4. Adoption of the minutes of the June 15, 2022 meeting: Motion to adopt the minutes of the June 15, 2022 meeting passed unanimously. Ms. Walker asked to check new business for 585 White Circle – she believes she voted against. (Staff reviewed the recording and corrected the minutes.) OLD BUSINESS: none 1. 183 W. Clayton Street COA-2022-07-1713 Petitioner: Joe Smith / Arcollab for Brad Foster Request: Material Change at Rooftop Addition Information: 171A5 D006, W. Downtown, C-D Mr. Lonnee presented the staff report with a recommendation to approve the application as submitted. This item came before the HPC at the May, 2022 meeting as a Conceptual Review and at the June, 2022 meeting as Old Business. Agent / Owner: Joe Smith, Maelyn Ehrman In Favor: none Opposed: none Motion: Mr. White moved to approve the application as submitted. Ms. Walker seconded and the motion passed unanimously. 1 NEW BUSINESS: 1. 145 E. Clayton Street COA-2022-07-1712 Petitioner: David Matheny / AMT for Christopher Godfrey / 145 E. Clayton, LLC Request: Storefront Modifications Information: 171B5 A006A, Downtown, C-D Mr. Lonnee presented the staff report with a recommendation to approve the application with conditions. Agent / Owner: David Matheny In Favor: none Opposed: none Motion: Ms. Walker moved that the application be approved with the condition that the new pier and pilaster be eliminated and the applicant work with staff on the proper treatment of the recessed enclosure corner treatment. Ms. Beckman seconded. After a brief discussion regarding railing, the motion passed unanimously 2. 186 ½ Grady Avenue COA-2022-07-1711 Petitioner: Carl Martin / DOC Unlimited for J. M. Stipe Request: Accessory Structure Information: 163C3 D023, Boulevard, RS-8 Mr. Lonnee presented the staff report with a recommendation to approve the application as submitted. Agent / Owner: Carl Martin In Favor: none Opposed: none Motion: Ms. Epting moved to approve the application as submitted. Mr. White seconded and the motion passed unanimously. 3. 160 Lenoir Avenue COA-2022-07-1714 Petitioner: John Newland / JOMA for Chris Cleveland Request: Material Changes Information: 114D3 C004, Boulevard, RS-8 Mr. Lonnee presented the staff report with a recommendation to approve the application as submitted. Agent / Owner: Chris Cleveland, Ania Majewsha; Mr. Cleveland submitted color photos of each casement window along with a thumb drive showing casement windows, the existing 2 vinyl siding and the underlayment. Ms. Beckman moved to accept the additional documents and thumb drive into the official record. Ms. Walker seconded and the motion carried unanimously. In Favor: none Opposed: none Motion: Ms. Beckman moved to approve the application with the following conditions:  the vinyl siding be removed and replaced with cementitious siding with a similar reveal as the rest of the house except for the front street facing façade and gable which needs to be replaced with true wood siding;  the installation of a paired casement window be allowed in the front gable as long as it is a true wood casement window with true divided lights with a painted finish;  the porch reconstruction include real wood flooring and a real tongue and groove ceiling similar to what exists today;  retain the chamfered details on the porch posts. Ms. Epting seconded and the motion passed unanimously. CONCEPTUAL PRELIMINARY DESIGN REVIEW: none OTHER BUSINESS: 1. Designation Committee Report The Designation Committee did not meet this month. 2. Education Committee Report The Education Committee did not meet this month. 3. Miscellaneous Announcements:  Mr. Lonnee said that the August meeting will be held via Webex and streamed on YouTube.  Mr. Lonnee had a preliminary discussion with the owners of the Franklin House regarding the compliance process. He will schedule a site visit with the owners to walk through the changes that staff is able to discern from photographic evidence. Mr. Lonnee had a discussion with the previous owners which helped to itemize changes with the new ownership. With no other business, the meeting adjourned at 6:42 p.m. 3

Dougherty Street, Athens, GA. Please note the following regarding the return to an in-person hearing format:  An agenda review will be held prior to the advertised hearing at 5:00 pm prior to the start of the advertised hearing. This is open to the public but will not include any public comment opportunities and no decisions about pending item or properties will be made at the agenda review.  Comment on any item may be sent by email to planning@accgov.com prior to noon on July 19th.  Comment up to 3 minutes in length may given at the appropriate time for any agenda item during the hearing.
