MEETING MINUTES
November 15, 2023
The Athens-Clarke County Historic Preservation Commission met and considered the following
items at a public meeting on Wednesday, November 15, 2023, at 5:30 p.m. The meeting was
held at 120 W. Dougherty Street, Athens, Georgia.
MEMBERS PRESENT: Joanna Beckman, Bobbie Epting, Lindsey Roper, Worth VanLinden
(Acting Chair,) Ellen Walker, Thomas White
MEMBERS ABSENT: Heather Fletcher
STAFF PRESENT: Amber Eskew, Austin Jackson (ACC Attorney’s Office), Bruce
Lonnee, Maddy Markle (HP Intern)
CALL TO ORDER:
1. Determination of Quorum: Quorum present
2. Introduction of staff reports and all other documents submitted to the Historic Preservation
Commission at this meeting into the official record: Motion to receive all documents into the
official record passed unanimously.
3. Adoption of the minutes of the October 18, 2023 meeting: Motion to adopt the minutes of
the October 18, 2023 meeting passed 5:0 with Ms. Epting abstaining.
4. Ex-Parte communications: None.
OLD BUSINESS:

Ms. Eskew presented the staff report with a recommendation to deny the application.

Motion: Mr. White moved to deny the application.
Ms. Walker seconded. The motion passed unanimously.

Ms. Eskew presented the staff report with a recommendation to approve the application.

Motion: Ms. Beckman moved to deny the application.

CONCEPTUAL PRELIMINARY DESIGN REVIEW: None
OTHER BUSINESS:
1. Strategic Plan Update
ACC website has been updated to include the strategic plan, landmarks and districts
book, welcome packet, and comprehensive designation map. COA application materials
and staff reports for HPC items are now posted online as well and accessed through the
calendar. Distribution of the printed landmark and district books is needed. Ms. Walker
will handle distribution to Historic Athens, the Welcome Center, the library, the MHP
program, and others.
2. Designation Committee Report
The Designation Committee did not meet this month.
3. Education Committee Report
The Committee did not meet this month. Preparation of the 2023 Annual Report is on-
going.
4. Miscellaneous Announcements:
• Ms. Eskew advised that the session recordings from the NAPC Summer Short
Course are scheduled to expire on December 1st.
• Ms. Roper advised that tickets for the Historic Athens Holiday Gala on Henderson
Avenue are now available.

• Ms. Epting advised that there is an open house at the Taylor-Grady House, also
called Landmark Commons, on December 2nd & 3rd.
• Ms. Epting requested that a meeting be set up for the HPC to discuss possible
revisions to the content of the Design Guidelines after the first of the year. A
request for topics was made by staff in order to prepare for this meeting.
With no other business, the meeting adjourned at 6:56 p.m.

Next Public Meeting of the Historic Preservation Commission: The next regular monthly meeting
will be December 20th, 2023 at 5:30 PM in the Auditorium at 120 W. Dougherty Street, Athens, GA.
Please note the following regarding the return to an in-person hearing format:
• An agenda review will be held prior to the advertised hearing at 5:00 pm prior to the start of the advertised
hearing. This is open to the public but will not include any public comment opportunities and no decisions
about pending item or properties will be made at the agenda review.
• Comment on any item may be sent by email to planning@accgov.com prior to noon on November 14th.
• Comment up to 3 minutes in length may given at the appropriate time for any agenda item during the
hearing.
