ATHENS-CLARKE COUNTY HISTORIC PRESERVATION COMMISSION MEETING MINUTES August 21, 2024 The Athens-Clarke County Historic Preservation Commission met and considered the following items at a public meeting on Wednesday, August 21, 2024, at 5:30 p.m. The meeting was held at 120 W. Dougherty Street, Athens, Georgia. MEMBERS PRESENT: Bobbie Epting, Maelyn Ehrman, Ted Rossier, George Runkle, Ellen Walker, Worth VanLinden -Chair MEMBERS ABSENT: None STAFF PRESENT: Amber Eskew, Bruce Lonnee, Austin Jackson (ACC Attorney’s Office) CALL TO ORDER: 1. Determination of Quorum: Quorum present 2. Introduction of staff reports and all other documents submitted to the Historic Preservation Commission at this meeting into the official record: Motion to receive all documents into the official record passed unanimously 5:0. Ms. Walker – motion; Ms. Ehrman – 2nd 3. Adoption of the minutes from the July 17, 2024 agenda review: Ms. Epting – motion; Mr. Runkle – 2nd. Motion Passed 5:0. 4. Adoption of the minutes with correction from the July 17, 2024 hearing: Mr. Runkle – motion; Ms. Walker – 2nd. Motion passed unanimously 5:0. 5. Agent / Owner: Andrew Malec - Agent In Favor: Jasmine Pahl and Christy O’Reilly Opposed: None Motion: Ms. Walker moved to approve the application with the condition that the alternate design is used. Ms. Epting – 2nd. The motion passed 3:2 with Mr. Runkle and Mr. Rossier opposing. 3. 420 Boulevard COA-2024-07-1475 Petitioner: Lori Bork Newcomer/Arcollab as agent for James Chin and Audrey Haynes Request: Remove Garage Information: 114D2 B005, Boulevard, RS-15 Ms. Eskew presented the staff report with a recommendation to approve as submitted. Agent / Owner: Franklin Frost - Agent In Favor: Audrey Haynes and Matt Alston Opposed: None Motion: Ms. Ehrman recused herself due to conflict of interest. Ms. Walker moved to approve the application as submitted. Mr. Runkle – 2nd. The motion passed 5:0 NEW BUSINESS: 1. 279 Meigs St. COA-2024-07-1328 Petitioner: Christopher Evans/E+E Architecture Request: Modify Rear Porch Steps Information: 171A1 O001, Landmark, C-D Ms. Eskew presented the staff report with a recommendation to approve with the following conditions. Center steps remain straight. And any paving required to access the lift or stairs be submitted for review. 2 Agent / Owner: Christopher Evans In Favor: None Opposed: None Motion: Mr. Rossier moved to approve with conditions that they install straight stairs and any paving required be submitted for staff review. Ms. Walker – 2nd. Ms. Ehrman asked to amend the condition that the straight run allowed to be centered. The motion passed 5:0. 2. 255 E. Clayton St. COA-2024-07-1459 Petitioner: Josh Ray as agent for Warren Southall Request: Modify Storefront Windows Information: 171B5 C007, Downtown, C-D Ms. Eskew presented the staff report with a recommendation to approve with the following conditions. Applicant work with staff to modify the design to align with the other storefronts on the building. Agent / Owner: Josh Ray In Favor: None Opposed: None Motion: Mr. Runkle moved to approve with conditions as per the staff recommendation. Mr. Rossier – 2nd. The motion passed 5:0. 3. 345 Hiawassee Ave. COA-2024-07-1465 Petitioner: Matthew Volny Request: Rear Dormer Addition and Metal Roofing Information: 114D1 H002, Boulevard, RS-8 Ms. Eskew presented the staff report with a recommendation to approve with the following conditions. Metal roofing be limited to the dormer. Dormer addition roofline be a minimum of 3 inches below existing roof ridge. Use smooth side of cementitious siding. Agent / Owner: David Matheny - agent In Favor: Jason Cade Opposed: None Motion: Ms. Walker moved to approve with conditions as per the staff recommendation and to demonstrate that the new garage roof ridge will be below that of the main structure roof ridge. Mr. Runkle – 2nd. The motion passed 5:0. 5. 421 Dearing St. COA-2024-07-1476 Petitioner: Hall Roberts as agent for Lexi Nisita Request: Masonry Wall Information: 171A3 L001, Dearing, RS-8 Ms. Eskew presented the staff report with a recommendation to approve with the following conditions. Brick be used instead of stucco. Agent / Owner: Hall Roberts - agent In Favor: None Opposed: None Motion: Ms. Ehrman moved to approve with the conditions that finish be brick or wood and not stucco. Mr. Runkle – 2nd. The motion passed 5:0. CONCEPTUAL PRELIMINARY DESIGN REVIEW: NONE OTHER BUSINESS: 1. Strategic Plan Update • The first meeting to look at the windows section of the Design Guidelines for revisions was held July 30th. 4 • Amber will discuss the need for working with Historic Athens on several action items at their next monthly chat. 2. Designation Committee Report Did not meet this month. Committee is set as including Ms. Ehrman, Ms. Epting, and Mr. Rossier. A regular meeting schedule will be set. 3. Education Committee Report • Did not meet this month. Committee is set as including Mr. Runkle, Mr. Van Linden, and Ms. Walker. A regular meeting schedule will be set. 4. Miscellaneous Announcements: Ms. Eskew reminded everyone that the next HPC meeting would be September 18th. Mr. Van Linden and Ms. Ehrman will both be absent. Therefore, all other members must attend to have a quorum. Ms. Walker moved to adjourn the meeting. Ms. Epting – 2nd. Passed 5:0 With no other business, the meeting adjourned at 7:21 p.m. 5
